Randolph County Covered Electronic Device Project
Request for Bids

Notice is hereby given that Bids will be received by the Randolph County Commission located in the Courthouse Annex Building, 4 Randolph Av, Suite 102, Elkins, WV 26241 to provide electronic recycling (E-cycling) services to collect, process, load, transport, and market electronic equipment brought by Randolph County residents.The performance period will be between January 1, 2024 and September 30, 2024 and will include one to three collection events.

Submitted bids must contain the following:
* List of acceptable CEDs (televisions are required to be taken)
* Written statement of Worker’s Compensation coverage
* Copy of Liability Insurance Coverage for all vehicles and equipment in the amount of $1,000,000 naming the Randolph County Commission as an additional insured.
* W-9
* Copy of Business License
* Flat rate bid per event that includes mileage, fuel, fuel surcharge, personnel, equipment, supplies, materials, total hours (travel, on-site, etc.), miscellaneous; bid must be all inclusive.

Contractors must:
* Provide a receiving/hauling trailer and set it up in the parking lot of the Phil Gainer Community Center (old armory) in Elkins, WV on the tentative dates of April 20, June 15, and September 7, 2024.Dates are negotiable.
* Pick up any items that do not fit on the trailer within 24 hours of the end of event
* Receive, unload, and load CED’s for a minimum of 4 hours per event
* Unload and load all CEDS and provide all equipment/labor/materials for same
* These events will be completely operated by the vendor, including traffic flow; however, traffic flow has never been an issue for these events.
* There is no equipment available at the site; vendor must provide all equipment.
* Provide a Certificate of Destruction for each event, along with a list of down-stream vendors within 7 days of event
* Make a good faith attempt to adhere to the “R2” Practices for Electronic Recyclers or similar industry guidelines
* For reference, RCC held one CED event last year and the totals were as follows: (7) TVs-FS ; (20) TVs-CRT; (11) Misc Elec; (12) Printers; (3) PCs; (1) Laptop; and (2) LCD Monitors.

Bid submission deadline is Wednesday, February 14, 2024 at 4:00 p.m. Bids will be opened on Thursday, February 15, 2024 in the Commission meeting room in the James Cain Annex of the Randolph County Courthouse during the regular Commission Meeting, which begins at 1:30 p.m.This project is being funded in part by the WV DEP Covered Electronic Devices grant.The Randolph County Commission reserves the right to reject any and all bids, waive any informality, or to accept and enter into contract with the lowest responsible bidder.
