RIVERFRONT DEVELOPMENT
General Notice
The Monroe County Port Authority (Owner) is requesting Bids for the construction of the following Project:
Access Road for Powhatan Riverfront Development
Thrasher Project #030-10258
Bids for the construction of the Project will be received at the Monroe County Port Authority Economic Development Office located at 101 N Main St, Room 34, Woodsfield, OH 43793, until Thursday, April 11, 2024, at 10:00 am local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Mobilization, clearing & grubbing, item 304 aggregate base, item 256 concrete pavement, 15″ conduit (type c), seeding & mulching, soil analysis test, repair seeding & mulching, inter-seeding, commercial fertilizer, lime, water, and erosion control.
Bids are requested for the following Contract: Access Road for Powhatan Riverfront Development
The Work will be substantially completed within 120 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 150 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 4:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

A one-envelope system will be used.
Envelope must have the following information presented on the front:

Received by the Monroe County Port Authority
Bids will be publicly read aloud, and an apparent low bidder will be announced. After the completion of the bid opening, the Bid Opening Requirement items will be checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to the Monroe County Port Authority in an amount equal to ten percent (10%) of the base bid.
Suspension and Debarment – Recipient shall not entertain the use of businesses that are listed on the “System for Award Management” (SAM) at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
Notice of Wage Requirements – Contractors are required to comply with all laws pertaining to Ohio prevailing wage rates. The contractor will be required to pay the prevailing wage rates appropriate for each worker classification.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
The Monroe County Port Authority reserves the right to reject any and all bids.
