AIR QUALITY PERMIT NOTICE
Notice of Application

Notice is given that Jay-Bee Oil & Gas, Inc. has applied
to the West Virginia Department of Environmental
Protection, Division of Air Quality, for a G70 Modification
Permit for its Grumpy Well Pad Production Facility
located off Indian Creek Road near Middlebourne in
Tyler County, West Virginia. The latitude and longitude
coordinates are 39.467595, -80.764129.

The applicant estimates the Increased/Decreased
potential to discharge the following Regulated Air
Pollutants will be:

6.66 tons of Nitrogen Oxides per year
2.27 tons of Carbon Monoxide per year
4.94 tons of Volatile Organics per year
0.03 tons of Sulfur Dioxide per year
0.00 tons of Particulate Matter per year
1.40 tons of Formaldehyde per year
0.05 tons of n-Hexane per year
2.30 tons of Hazardous Air Pollutants per year
6316.38 tons of Carbon Dioxide per year
54.97 tons of Methane per year
7689.81 tons of Greenhouse Gas Equivalents per year

Startup of operation is planned to begin on or about the
20th day of May 2024. Written comments will be
received by the West Virginia Department of
Environmental Protection, Division of Air Quality, 601
57th Street, SE, Charleston, WV 25304, for at least 30
calendar days from the date of publication of this notice.

A.ADVERTISEMENT FOR BIDS
The City of Wheeling: Owner
Sealed bids for Sidewalk Demolition and Replacement will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 2:30 PM, May 1, 2024, and then at said office publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following:
Ohio Valley Construction Employers Council in Wheeling, WV; and at the Office of the City Engineer, City-County Building, Wheeling, WV 26003.
Bidding Documents may be obtained only upon payment of $25.00 with the City of Wheeling for each set obtained from the Office of the City Engineer, City-County Building, Wheeling, WV 26003. The deposit is non-refundable. The owner reserves the right to waive any informalities or to reject any or all bids.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. This contract is also subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia. Contractor must be licensed in accordance with the Act at the time of the Bid.
MINORITY BUSINESS ENTERPRISE CLAUSE:
THE CONTRACTOR MUST USE HIS BEST EFFORTS TO CARRY OUT THE CITY OF WHEELING’S MINORITY BUSINESS ENTERPRISE POLICY. SPECIFICALLY, THE CONTRACTOR MUST UTILIZE TO THE GREATEST EXTENT FEASIBLE, MINORITY BUSINESS CONCERNS WHICH ARE LOCATED IN THE COUNTY, ADJACENT COUNTIES OR WITHIN THE GENERAL TRADE AREA.
