General Notice
Grafton Housing Authority (Owner) is requesting Bids for the construction of the following Project:
GHA Fire Door Replacements
Thrasher Project #T60-11254
HUD PROJECT – CFP WV15P01250122
Bids for the construction of the Project will be received at the Grafton Housing Authority located at 131 E. Main Street, Grafton, WV 26354, until Tuesday, May 21, 2024, at 2:00pm local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The work for this project basically consists of replacing 14 total doors, frames and hardware in the existing 7 story concrete apartment building.
The Work will be substantially completed within 90 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 120 days after the date when the Contract Times commence to run.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, Addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Architect will be responsible for Bidding Documents, including Addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the amount of each set listed below.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents will be transmitted to the prospective Bidder. The shipping charge amount will depend on the shipping method requested. Bidding Documents are available for purchase in the following formats:
* Bidding Documents issued as hard copy full-size drawings and hard copy specifications, are available for $30.00 per set.
* Bidding Documents issued as digital drawings and digital specifications, are available for $20.00 per set via the following link:

Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two-envelope system will be used.
Envelope No. 1 must have the following information present ed on the front:
Name and address of Bidder
Bid on Contract – GHA Fire Door Replacements
Received by the Grafton Housing Authority
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Re quirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract do cuments. If such documents are found to be in order, En velope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be con tained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be con sidered non-responsive and will be returned to the Bidder.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to Grafton Housing Authority in an amount equal to five percent (5%) of the base bid.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
All Bidders are required to have a West Virginia Contractor’s License per Section §30-42-12 of the West Virginia Code.
Bidders are advised that the Contract awarded under this Advertisement for Bids is to be funded (entirely/or in part) by a grant from the United States Department of Housing and Urban Development (HUD). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Con tract.
This Small Cities Block Grant project is to be financed in part by a grant from the U.S. Department of Housing and Urban Development (HUD) and the West Virginia Development Of fice and shall be referred to as HUD PROJECT – CFP WV15P01250122.
Bidders on this Work will be required to comply with the President’s Executive Order No. 11246 and “HUD Section 109”, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 u (Section 3). The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this SCBG-assisted project will be extended to lower income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies.
The parties to this Contract agree to comply with HUD’s re gulations in 24 CRF part 135, which implement Section 3. Bidder’s attention is directed to the Section 3 “Clause” set forth in the Contract Documents.
Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprise participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Vir ginia Division of Labor Wages for Construction of Public Im provements pursuant to West Virginia Code §21-5A-3.
Any Contractor submitting a Bid on this project hereby certi fies, indicates, and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be per formed.
Bids received after the scheduled closing time for the recep tion of bids will be returned unopened to the bidders.
The Grafton Housing Authority reserves the right to reject any and all bids.
Pre-bid Conference
A Pre-bid Conference for the Project will be held on Tues day, May 7, 2024, at 2:00pm at Grafton Housing Authority lo cated at 131 E Main Street, Grafton, WV 26354. Attendance at the Pre-bid Conference is encouraged but not required.
