ADVERTISEMENT FOR BIDS
Separate sealed Bids for the construction of the City of Parkersburg Shooting Range Relocation will be received by the Parkersburg Utility Board at 125 19th Street, Parkersburg, West Virginia 26101 until 11:00 a.m. (local time), June 18, 2024 and then at said office publicly opened and read aloud.
Bids shall be submitted at the time and place indicated in this Advertisement for Bid. The two-envelope system will be used for the bid opening procedure for this project. The Bidder shall be required to submit two separate and distinct envelopes. The first envelope shall be identified as “Bid Opening
Requirements” and the second envelope as “Bid Proposal and Other Required Forms”. Both envelopes shall be submitted in a single, large envelope labeled with the Bidder’s name, address, project name, and project number. If the Bid is sent through the mail or other delivery system, the single, large envelope shall include the notation “BID ENCLOSED” on the face of it. Bids delivered via mail or other delivery system must be delivered by the above stated date and time of the Bid Opening.
The work covered by the Contract Documents includes the following:
Contract Number 23-01, Shooting Range Relocation
Removal of the existing shooting range located adjacent to the Parkersburg Utility Board Water Treatment Plant, 2201 Keever Street, Parkersburg, WV 26101, including demolition; grading; erosion & sedimentation control; and transporting soils to the new shooting range, together with necessary appertaining work. Installation of the new shooting range to the north of the existing range along Keever Street will include clearing and grubbing; erosion and sedimentation control; aggregate drives; shooting range facilities; relocated equipment and buildings; grading; and seeding and mulching, together with necessary appertaining work.

Prospective Bidders should note that this Contract will include the following critical requirements as identified in the Contract Documents:
1. Disadvantaged Business Enterprises and Affirmative Action Program requirements and goals,
2. Certification of Non-Segregated Facilities,
3. Specific Labor Standard Provisions,
4. WV Contract Licensing Act – All bidders are required to have a WV Contractor’s License per Section 30-42-12 of the WV Code,
5. American Iron and Steel Requirement – P.L. 113-76, Section 436,
6. West Virginia Code 21-1D-5, which is the WV Alcohol and Drug Free Workplace Act, and
7. Contract time shall be 120 calendar days for substantial completion, 150 calendar days for final completion, and liquidated damages of $1,000 per day will be assessed past the project completion date.
To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.
A Bid Bond executed by the Bidder and a Surety Company approved by the Parkersburg Utility Board in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
Successful Bidder shall be required to comply with all laws pertaining to the federal wage rates issued in accordance with the Davis-Bacon Act.
Per the requirements of the Article 30-42-12 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed. Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications.
P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water Treatment Revolving Fund (DWTRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. Funding for this project has been obtained from the West Virginia Department of Environmental Protection DWTRF program.
Nondiscrimination in Employment. Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.
WV Alcohol and Drug Free Workplace Act. West Virginia code 21-1d-5 provides that any solicitation for a public improvement construction contract requires each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed drug-free workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of article 1d, chapter 21 of the West Virginia code. failure to submit the signed drug-free workplace affidavit in the first envelope shall result in disqualification of such bid.
Each bidder agrees to make “positive efforts” to subcontract a portion of the total value of the Contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this Contract.
It shall be understood that the Parkersburg Utility Board will not entertain the use of businesses or Contractors listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
A mandatory prebid conference will be held at the Parkersburg Utility Board Administrative Office, 125 Nineteenth Street, Parkersburg, West Virginia at 10:00 a.m. (local time), June 4, 2024. Attendance by all BIDDERS will be MANDATORY.
The Parkersburg Utility Board reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER.
