NOTICE OF REQUEST FOR QUALIFICATIONS
FOR ENGINEERING AND ARCHITECTURAL SERVICES
PARKERSBURG UTILITY BOARD
PARKERSBURG, WEST VIRGINIA
The Parkersburg Utility Board (PUB) is seeking statements of qualifications from interested firms to provide engineering and architectural services associated with its water and sanitary sewer systems infrastructure. The services to be provided may include, but will not be limited to, inspecting and evaluating existing infrastructure with reports and recommendations; assisting with regulatory compliance; preparing preliminary engineering reports; preparing cost estimates; assisting with the pursuit of project financing; surveying and mapping; preparing preliminary and final design documents; and providing construction and post construction phase services including resident project representation. Multiple project assignments are anticipated, for a period of five years, and may involve, but will not be limited to, water supply wells, water treatment plant, water mains, water storage tanks, booster stations and control valves; sewer treatment, sewer mains, combined sewer control, wet weather protocols, Long Term Control Plan; system capabilities & expansion, system modeling, Geographical Information Systems, Information Technology. Professional services may further include providing assistance on an as-needed basis for the day-to-day operations of the PUB’s water and sanitary sewer utility.
Sources of funding for capital improvements may include, but may not be limited to, the West Virginia Department of Environmental Protection, West Virginia Bureau for Public Health, West Virginia Infrastructure and Jobs Development Council, US Environmental Protection Agency, West Virginia Water Development Authority, U.S. Department of Commerce or publicly issued bonds.
Procurement of said services will be in accordance with Chapter 5G of the West Virginia Code. All firms interested in being considered for this selection must submit seven copies of a Statement of Qualifications in accordance with the following:
1. No more than eight typewritten pages addressing qualifications.
2. No more than twenty pages of supporting
documentation.
Interested firms or individuals must hold a valid “Certificate of Authorization” to practice engineering in the State of West Virginia.
The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of services at realistic and agreed upon fees. Accordingly, technical capabilities and relevant experience will be weighed heavily when ranking potential candidates. Candidates ranked most qualified based upon review of the Statements of Qualifications and discussions with references will be interviewed. The candidate judged most qualified based upon the results of the interviews will be requested to provide a master services agreement upon which future assignments will be based.

Statements of Qualifications will be accepted until 4:30 p.m., August 8, 2024. The PUB reserves the right to accept or reject any and/or all submissions. All professional services will be performed in accordance with the regulations issued by State and Federal agencies relative thereto. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1968, and Conflict of Interest Statement and Access to Records provisions. The PUB will afford full opportunity to minority and women-owned business enterprises to submit a show of interest and response to this request and will not discriminate against any interested individual or firm on the grounds of race, creed, color, sex, age, handicap status, or national origin in award of the agreements.
