Activity: To operate and maintain disposal systems and best management practices for the direct discharge of non-contact cooling water, storm water, groundwater, and filter backwash wastewater via Outlet 001 into the Ohio River near Milepoint 190.1. Also, to operate and maintain a treatment and disposal system and best management practices for the direct discharge of treated industrial wastes (process wastewater, non-contact cooling water, steam condensate, boiler blowdown, and storm water) via Outlet 002 into the Ohio River near Milepoint 190.2. Also to operate and maintain disposal systems and best management practices for the direct discharge of non-contact cooling water, storm water, and steam condensate wastewater via Outlet 003 into the Ohio River near Milepoint 190.3. Also to operate and maintain a treatment and disposal system and best management practices for the direct discharge of treated industrial wastes (process wastewater, non-contact cooling water, steam condensate, sanitary wastewater, cooling tower blowdown, and storm water) via Outlet 005 into the Ohio River near Milepoint 190.8. Also to operate and maintain a disposal system and best management practices for the direct discharge of non-contact cooling water, storm water, and steam condensate wastewater via Outlet 006 into an unnamed tributary of Page Run of the Ohio River near Milepoint 191. Also to operate and maintain a disposal system and best management practices for the direct discharge of non-contact cooling water and storm water via Outlet 007 into the Ohio River near Milepoint 190.6. Also to operate and maintain disposal systems and best management practices for the direct discharge of pump seal water via Outlet 013 into the Ohio River near Milepoint 190.4 and via Outlet 028 into Page Run of the Ohio River. Also to operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via Outlets 016, 019, 026, 028, 030-034, and 036 into the Ohio River near Milepoints 190-191. Also to operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water via via Outlet 011 into Coal Hollow of the Ohio River and via Outlets 022, 023 and 025 into Page Run of the Ohio River. Also, to operate and maintain a single intake pipe with five large capacity centrifugal pumps for the withdrawal of water from the Ohio River. Tier 1 protection is provided for uses specified in Title 47, Series 2, Section 6.

 

Business conducted:

Production of polymer resins; compounded plastics; nylon fibers; formaldehyde; fluorocarbon polymers, monomers, telomers; and calcium fluoride.

 

Implementation:

Compliance shall be attained through Administrative Order No. 8797.

 

On the basis of review of the application, the âWater Pollution Control Act (Chapter 22, Article 11-8(a)),ã and the âWest Virginia Legislative Rules,ã the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.  Such comments or requests should be addressed to:

The public comment period begins April 19, 2018 and ends May 19, 2018.

 

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.

The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may be obtained from the Division at a nominal cost.
