PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0761-PWD-30B MINERAL WELLS PUBLIC SERVICE DISTRICT Rule 30B application to pass through the increased costs of purchased water from Claywood Park Public Service District to the District’s water customers. NOTICE OF FILING NOTICE is hereby given that on August 11, 2024, Claywood Park Public Service District (Claywood) adopted an ordinance increasing its wholesale resale rate from $3.57 to $4.39 per 1,000 gallons, under Step 1. An increase of $0.50 per 1,000 gallons, or approximately 22.97%. The Step 1 rate ordinance is to be effective August 22, 2025 through August 21, 2026. The Step 2 resale rate effective on and after August 22, 2026, increases the rate from $3.57 to $4.83 per 1,000 gallons, an increase of $1.26 or 35.29%. The Mineral Wells Public Service District filed for increased rates to recover the increased cost of purchased water. Commission Staff reviewed the District’s application and recommended that recovering the Claywood increase will require an increase in the District’s rates of $0.50 per thousand gallons under Step 1 and $1.26 under Step 2. By Order issued October 8, 2025, the Commission approved the Step 1 Staff Recommended Rates on an interim basis, for all bills issued on and after October 8, 2025 and Step 2 Rates on an interim basis, for all bills issued on and after August 22, 2026. The average monthly bill for District customers will be changed as follows over current rates under Step 1: $Increase % Increase Residential $4.02 9.14% Commercial $21.71 10.44% Industrial $36.31 11.77% Public authority $2.28 5.18% The average monthly bill for District customers will be changed as follows over current rates under Step 2: $Increase % Increase Residential $6.18 14.05% Commercial $33.37 16.05% Industrial $55.83 18.09% Public authority $3.50 7.96% The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
