Rule 42T application to increase rates and charges
NOTICE OF PUBLIC COMMENT AND
EVIDENTIARY HEARING
Notice is hereby given that Hope Gas, Inc. (the Company), a public utility, has filed with the Public Service Commission Of West Virginia, a tariff containing increased rates, tolls and charges for furnishing natural gas service to all of its customers at various locations in the Counties of Barbour, Boone, Braxton, Cabell, Calhoun, Clay, Doddridge, Fayette, Gilmer, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mercer, Mingo, Monongalia, Nicholas, Pleasants, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Taylor, Tucker, Tyler, Upshur, Wayne, Wetzel, Wirt, Wood and Wyoming. If approved, the proposed increased rates and charges would produce approximately $79.6 million annually in additional revenue, an increase of 40.95%. The average monthly bill for the various classes of customers was noticed to customers by the Company in newspapers published in the counties in which it serves its customers and in customer bill inserts.
The Commission suspended the effective date of the proposed rates and the use of any new rates and charges are deferred through the end of the day, February 24, 2026, by Order dated May 23, 2025. If new rates and charges are adopted by the Commission, those rates and charges will go into effect on February 25, 2026.
The Public Service Commission will conduct a virtual and in-person public comment hearing in this matter on November 3, 2025, beginning at 6:00 p.m. The Commission will conduct an evidentiary hearing beginning at 9:30 a.m. on November 4, 2025, and continuing through November 6, 2025, if necessary, in the Howard M. Cunningham Hearing Room at the Commission’s offices at 201 Brooks Street, Charleston, West Virginia.
Anyone desiring to intervene should file a petition to intervene by June 30, 2025.
The November 3, 2025, public comment hearing will be held in person and virtually, allowing for interested persons to make a comment either telephonically, through the Microsoft Teams application from the internet, or in person at the Commission headquarters at 201 Brooks Streets, Charleston, WV. Interested persons intending to make a virtual public comment should register with the Commission by 4:00 p.m. on Friday, October 31, 2025. Registration may be made by any of the following methods:
(1) Through the Commission’s website, http://www.psc.state.wv.us;

(3) By emailing [email protected] or [email protected].
The link for the Microsoft Teams meeting will also be in a future press release from the Commission. Registered individuals may congregate at one location to use a single Microsoft Teams link. Interested persons wishing to comment in person at the public comment hearing should attend and sign up to speak prior to 6:00 p.m. on November 3, 2025, at the Public Service Commission, Howard M. Cunningham Hearing Room, 201 Brooks Street, Charleston, West Virginia.
