PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0954-PWD-30B CLOVER PUBLIC SERVICE DISTRICT Rule 30B application to pass through increased purchased water costs from the City of Spencer to the District’s customers. NOTICE OF FILING NOTICE is hereby given that on May 1, 2025, the City of Spencer (Spencer) adopted an ordinance increasing its resale rate from $6.69 to $8.28 per 1,000 gallons. An increase of $1.59 per 1,000 gallons, or approximately 23.75%. The rate ordinance is to be effective for service rendered on or after June 15, 2025. The Clover Public Service District filed for increased rates to recover the increased cost of purchased water. Commission Staff reviewed the District’s application and recommended that recovering Spencer’s increase will require an increase in the District’s rates of $0.67 per thousand gallons. By Order issued January 16, 2026, the Commission approved the Staff Recommended Rates on an interim basis, for all service rendered on and after January 16, 2026. The average monthly bill for District customers will be changed as follows over current rates: $Increase %Increase Residential $2.28 5.43% Commercial $2.07 5.41% The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless such date is modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention. All protests and interventions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, WV 25323. CLOVER PUBLIC SERVICE DISTRICT CLOVER PUBLIC SERVICE DISTRICT (Water) Effective for all service rendered on and after January 16, 2026 APPLICABILITY Applicable within the entire territory served. AVAILABILITY Available for general domestic, commercial, industrial and sale for resale water service. (I)(C) RATES (customers with metered water supply) $13.02 per 1,000 gallons used per month (C) MINIMUM CHARGE No bill will be rendered for less than the following amounts according to the size of the meter serving the customer: 5/8inch meter $ 37.05 per month 3/4inch meter $ 55.58 per month 1 inch meter $ 92.63 per month 1 – 1/2inch meter $ 185.25 per month 2 inch meter $296.40 per month 3 inch meter $ 592.80 per month 4 inch meter $ 926.25 per month 6 inch meter $1,852.50 per month 8 inch meter $2,964.00 per month (N) The above minimum charge is subject to an additional $0.67 per 1,000 gallons of water used per month. (C) DELAYED PAYMENT PENALTY The above tariff is net. On all accounts not paid in full when due, ten percent will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate. (N) indicates new (1) indicates increase (C) indicates change TAP FEE The following charges are to be made whenever the utility installs a new tap to serve an Applicant. A tap fee of $100.00 will be charged to all customers applying for service. before construction is completed adjacent to the customer’s premises in connection with a certificate proceeding before the Commission. This pleas preconstruction tap fee will be invalid after the completion of construction adjacent to an Applicant’s premises that is associated with a certificate proceeding. A tap fee of $300.00 will be charged to customers who apply for service()() outside of a certificate proceeding before the Commission for each new tap to the system. (I)(C) LEAK ADJUSTMENT $4.49 per 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above 200% of the customer’s historical average usage. RETURNED CHECK CHARGE A service charge equal to the actual bank fee assessed to the District, up to a maximum of $25.00, will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds. RECONNECTION FEE $25.00 To be charged whenever the supply of water is turned off for violations of rules, nonpayment of bills, or fraudulent use of water. (C) SECURITY DEPOSIT Not to exceed two times the average monthly bill for the applicant’s specific customer class, or seventy dollars, whichever is greater. This fee may be changed by applicable statutory provision. (N) 7.43% CASH WORKING CAPITAL RESERVE INCREMENT 7.43% of total billings at the indicated rates is required to be recorded as a credit to Account 265 “Miscellaneous Operating Reserves,” (instead of revenue accounts). The utility shall apply that percentage to total monthly tariff collections and charge that amount to Account 127 “Other Special (0) Funds” (instead of cash), and deposit that amount into a separate distinct CWCR Bank Account.
