ADVERTISEMENT FOR BIDS
Sealed Bids for the Hill Avenue Sanitary Sewer Extension, Contract 20-5, will be received by the Wood County Commission at the Parkersburg Utility Board administrative office located at 125 19th Street, Parkersburg, West Virginia 26101 until 11:00 a.m. (local time), April 21, 2026, and then at said office publicly opened and read aloud. Any bids received after the above time and date will be returned unopened to the bidder. No conditional Bids will be accepted. This CDBG-Small Cities Block Grant project is to be financed in part by a grant from the United States Department of Housing and Urban Development (HUD) and the West Virginia Development Office and will be referred to as the Hill Avenue Sanitary Sewer Extension, Contract 20-5.
Bids shall be submitted at the time and place indicated in this Advertisement for Bid. Bids shall be submitted in a single, large envelope labeled with the bidder’s name, address, contract name, and contract number. If the bid is sent through the mail or other delivery system, the single, large envelope shall include the notation “BID ENCLOSED” on the face of it. Bids delivered via mail or other delivery system must be delivered by the above stated date and time of the Bid Opening.
The work covered by the Contract Documents includes the following:
Contract 20-05, Hill Avenue Sanitary Sewer Extension
Work associated with this contract area generally includes approximately 450 linear feet of 6″ PVC gravity sewer; 2,500 linear feet of 8″ PVC gravity sewer; 300 linear feet of 6″ PVC house service pipe; 25 manholes; and 17 customer service wyes, together with necessary appertaining work.

West Virginia Code 21-1D-5, which is the WV Alcohol and Drug Free Workplace Act. Contract Times shall be 180 calendar days for substantial completion and 210 calendar days for final completion. The Owner will assess Liquidated damages of $1,000 for each day beyond the Contract Times.
Bidders on this work will be required to comply with the President’s Executive Order 11246, HUD Section 109, which prohibits discrimination in employment regarding race, creed, color, sex or national origin, and have non-segregated facilities.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD- assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
The parties of this contract agree to comply with HUD’s regulations in 24 CFR Part 135, which implement Section 3. Bidders’ attention is directed to the Section 3 “Clause” set forth in the contract documents.

Bidders must comply with the requirements for Affirmative Action and Minority participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3.
Per the requirements of the Article 30-42-12 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the State and subdivision in which the Work is to be performed. Attention to the Bidders is called to the Instructions to Bidders, which are included in the Contract Documents. Bids shall be completed and properly executed in accordance with the Instructions to Bidders.
P.L. 117-58, Infrastructure Investment and Jobs (IIJA) Act, 2021 (Act), includes a “Build America, Buy America (BABA)” requirement in Sections 70911 through 70917 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron, steel, manufactured products, and construction materials that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.
It shall be understood that the Owner shall not entertain the use of businesses or Contractors listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.

A Bid Bond executed by the Bidder and a Surety Company approved by the Owner, in the amount equal
to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans and Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.
A pre-bid conference will be held at the Parkersburg Utility Board administrative office located at 125 19th Street at 10:00 a.m. (local time) April 1, 2026.
The Owner reserves the right to withdraw this Advertisement for Bids and reserves the right to terminate the bidding process. The Owner reserves the right to reject any and all Bids and is not necessarily bound to accept the lowest Bid, if Owner determines that Bid is contrary to the best interest of the Owner. The Owner reserves the right to waive any informalities or irregularities in the Bidding. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
