NOTICE OF PUBLIC HEARING ON TOWN OF CARPENDALE SEWER RATE ORDINANCE A public hearing will be held on May 5, 2026 at 6:30 p.m., prevailing time, on the following ordinance. Any person interested may appear before the Town Council of the Town of Carpendale (the “Town”) at the Town Hall, 136 North Cedar Drive, Carpendale, West Virginia, and present any comment or protest thereto. Following which hearing Town Council shall take such action as it shall deem proper. The proposed ordinance is below and may be inspected by the public at the Office of the Town Recorder, Town of Carpendale, 136 North Cedar Drive, Carpendale, West Virginia during regular office hours: (Effective 45 Days After Enactment) APPLICABILITY Applicable in entire territory served. AVAILABILITY OF SERVICE Available for general domestic, commercial and industrial sewer service. RATES (Customers with metered water supply) First 2,000 gallons used per month $25.75 per 1,000 gallons Next 3,000 gallons used per month $10.75 per 1,000 gallons All Over 5,000 gallons used per month $8.59 per 1,000 gallons MINIMUM CHARGE No bill will be rendered for less than $51.50 per month, which is the equivalent of 2,000 gallons. DELAYED PAYMENT PENALTY The above charge is net on all accounts not paid in full within twenty (20) days of the billing cycle. Ten percent (10%) will be added to the amount owed. This delayed payment penalty is not interest and is to be collected only once for each bill where appropriate. TAP FEE The following charge is to be made whenever the utility installs a new tap to serve an applicant. A tap of $750.00 will be charged to all customers who apply for service outside of a certificate proceeding before the Commission for each new tap to the system. RETURNED CHECK CHARGE A service charge equal of $30.00 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds. LEAK ADJUSTMENT INCREMENT $1.72 per 1,000 gallons shall be charged for usage if the leak is eligible under the (i) Public Service Commission’s rules for leaks on the customer’s side of the meter, and (ii) the utility’s leak adjustment policy. SECURITY DEPOSIT Not to exceed one-twelfth (1/12) of the annual estimated charge for residential service or one-sixth (1/6) of the annual estimated charge for commercial service, or seventy-five dollars ($75.00), whichever is greater.
