Recovery Point of Parkersburg Renovation Project

Section I – Introduction
Recovery Point of Huntington, Inc. (RPH), on behalf of Recovery Point of Parkersburg located in Parkersburg, West Virginia, is inviting qualified Architectural/Engineering (A/E) firms to submit a Statement of Qualifications (SOQ) to provide professional design and construction administration services for interior renovations to its Recovery Housing facility.
This procurement is conducted pursuant to West Virginia Code §5G-1-4 utilizing a Qualifications-Based Selection (QBS) process. Price shall not be submitted with the SOQ and will be negotiated with the highest-ranked firm.
The total project budget is $2,312,506.00, with approximately $2,092,000 allocated for the General Contractor construction contract.
Funding sources include Recovery Housing Program (RHP) funds authorized under the SUPPORT Act and Health Resources & Services Administration (HRSA) funding. Although RHP funding mirrors certain CDBG requirements, all applicable federal requirements will apply to this procurement and the resulting contract.
Following selection, the procurement process and final contract are subject to review and approval by:
* The Community Advancement and Development Division, West Virginia Department of Commerce; and
* The Recovery Point WV Board of Directors.
Section II – Project Description
The project consists of approximately 15,000 square feet of interior renovations at the Recovery Point of Parkersburg facility. No structural modifications are anticipated.
Renovations will improve residential recovery housing spaces and related program areas. Work will include interior reconfiguration, building system upgrades as required, code-compliance improvements, and life-safety enhancements.
The project delivery method will be traditional Design-Bid-Build.
Environmental review activities completed to date include:
* Phase I Environmental Site Assessment (ESA)
* West Virginia State Historic Preservation Office (SHPO) re view
* Asbestos abatement (completed)
The selected A/E firm shall coordinate with the State Fire Marshal and ensure compliance with all applicable codes and regulations.
Design shall comply with:
* Applicable building and life safety codes
* ADA requirements
* WVARR standards (as applicable)
* Federal funding requirements associated with RHP and HRSA
* Buy Build America (BABA) under the Infrastructure Invest- ment and Jobs Act, Pub. L.117-58 and 2 CFR 184.
No residential treatment licensure requirements apply.
Section III – Scope of Services
The selected firm shall provide full professional services, including, but not limited to:

4. Construction Documents
5. Cost Estimating and Budget Reconciliation
6. Bidding and Procurement Assistance
7. Construction Administration
8. Site Visits and Inspections
9. Review of Pay Applications
10. Change Order Review and Recommendation
11. Project Closeout Documentation
The firm shall provide all necessary subconsultants (structural if required for minor elements, mechanical, electrical, plumbing, fire protection, etc.).
Section IV – Statement of Qualifications Requirements

B. Relevant Project Experience (25 Points)
* At least five (5) similar renovation projects completed within the past five years
* Experience with federally funded projects (RHP, CDBG, HRSA, or similar)
* Experience with residential, recovery housing, or compar- able facilities
* Owner references (name, title, phone, email)
C. Experience of Key Personnel (25 Points)
* Identification of key personnel assigned to this project
* Roles and responsibilities
* Licensed professionals assigned
* Experience on similar interior renovation projects
* Construction administration experience
D. Project Approach and Understanding (25 Points)
* Understanding of project goals
* Approach to maintaining the construction budget of $2,092,000
* Schedule management approach* Quality control pro- cedures
* Code compliance strategy
* Coordination with Fire Marshal and funding agency require- ments
E. Capacity and Availability (10 Points)
* Current workload
* Ability to meet anticipated schedule
* Office resources
F. References (5 Points)
* Reference letters or contact information for comparable pro- jects
Total Possible Points: 100
Section V – Evaluation Process
A. five (5) member Evaluation Committee will review all responsive SOQs.
Evaluation steps:
1. Review for responsiveness
2. Individual scoring by committee members
3. Consensus scoring
4. Optional shortlisting and interviews (if conducted)
5. Final ranking
If interviews are conducted, they may be incorporated into the scoring process.
In accordance with QBS’ requirements, price proposals shall not be requested or considered until after the highest-ranked firm is selected.
The Owner will negotiate with the top-ranked firm to establish fair and reasonable compensation. If negotiations are unsuccessful, negotiations will proceed sequentially with the next highest-ranked firm.

Section VII – Insurance Requirements
The selected firm must maintain insurance coverage meeting the following minimum limits:
* Commercial General Liability: $2,000,000 per occurrence
* Professional Liability (Errors & Omissions): $2,000,000
* Automobile Liability: $2,000,000
* Workers’ Compensation: Statutory limits
Proof of insurance will be required prior to contract execution
Section VIII – Contract Form
The selected firm will enter into an agreement utilizing the standard AIA B101 Owner-Architect Agreement, modified as necessary to incorporate federal funding requirements and nonprofit contracting provisions consistent with West Virginia and federal regulations.
