CITY OF VIENNA
PUBLIC NOTICE OF INTENT
PROPOSING CAPITAL IMPROVEMENTS WATER PROJECTS
AND INCREASE IN WATER RATES, FEES AND CHARGES

Notice is hereby given that the City Council of the City of Vienna will have its final reading, public hearing and vote on an Ordinance proposing the construction of water improvement projects and a three-step increase in its water rates, fees and charges on the 23rd day of April, 2026, at 6:00 p.m., in the City Council Chambers, 609 29th Street, Vienna, West Virginia. Interested parties may appear at the hearing and present comments, if any, with respect to the proposed Ordinance. The title of such Ordinance reads:

AN ORDINANCE PROPOSING THE CONSTRUCTION OF
WATER IMPROVEMENT PROJECTS FOR THE CITY’S WATER SYSTEM
AND PROPOSING A THREE STEP INCREASE
IN WATER RATES, FEES AND CHARGES

THE PROJECTS

1. Small diameter water main replacements:
a. 57th Street from 2nd Avenue to Foxboro Drive, approximately 300 lf of 4-inch replacement waterline
b. 53rd Street from Grand Central Avenue to 3rd Avenue, approximately 500 lf of 6-inch replacement waterline
c. Unnamed alleys north of 51st Street between 8th Avenue and Glenbrook Drive (total of 3), approximately 1,000 lf of 2-inch replacement waterline
d. 47th Street east of 10th Avenue, approximately 600 lf of 4-inch replacement waterline
e. Moats Street north of 46th Street, approximately 400 lf of 4-inch replacement waterline
f. 44th Street from 6th Avenue to 7th Avenue, approximately 500 lf of 2-inch replacement waterline
g. 44th Street east of 10th Avenue, approximately 300 lf of 2-inch replacement waterline
h. 41st Street between 7th Avenue and 8th Avenue, approximately 500 lf of 6-inch replacement waterline
i. 40th Street from the terminus to 4th Avenue, approximately 300 lf of 4-inch replacement waterline
j. 2nd Avenue north of 39th Street, approximately 300 lf of 2-inch replacement waterline
k. 39th Street from 2nd Avenue to 3rd Avenue, approximately 300 lf of 6-inch replacement waterline
l. 39th Street from 10th Avenue to 11th Avenue, approximately 600 lf of 6-inch replacement waterline
m. 11th Avenue from 39th Street south ½ block, approximately 300 lf of 4-inch replacement waterline
n. 37th Street from Grand Central Avenue to 8th Avenue, approximately 1,000 lf of 8-inch replacement waterline
o. 37th Street from 8th Avenue to terminus, approximately 400 lf of 6-inch replacement waterline
p. 8th Avenue from 37th Street south ½ block, approximately 300 lf of 4-inch replacement waterline
q. 16th Avenue from 23rd Street to Woodland Drive, approximately 500 of 4-inch replacement waterline
r. 8th Avenue from 23rd Street to terminus, approximately 300 lf of 6-inch replacement waterline
s. 8th Avenue from terminus to 21st Street, approximately 200 lf of 6-inch replacement waterline
t. 22nd Street from 8th Avenue east ½ block, approximately 400 lf of 4-inch replacement waterline
u. Alley between 19th Street and 20th Street from 8th Avenue to 9th Avenue, approximately 400 lf of 2-inch replace ment waterline
v. East of 14th Avenue between 19th Street and 20th Street, approximately 200 lf of 2-inch replacement waterline
w. 19th Street east of 14th Avenue, approximately 500 lf of 2-inch replacement waterline
x. 18th Street west of Grand Central Avenue, approximately 400 lf of 2-inch replacement waterline
y. Kelly Lane at 9th Street, approximately 200 lf of 2-inch replacement waterline
z. 5th Street and 15th Avenue (behind Grand Central Plaza), approximately 200 lf of 2-inch replacement waterline

2. Water Main Reinforcements
a. Glenbrook Drive from 51st Street to Rosemar Meadows, approximately 1,250 of new 6-inch waterline
b. 49th Street from 9th Avenue to 10th Avenue, approximately 320 lf of 6-inch replacement waterline
c. Carole Drive from Lynnwood Heights Drive to 11th Avenue, approximately 1,820 lf of new 6-inch waterline
d. 41st Street from Grand Central to 7th Avenue, approximately 650 lf of 6-inch replacement waterline
e. 19th Avenue to Ashwood Drive, approximately 380 lf of new 6-inch waterline

3. 16th Street Water Main Replacement includes approximately 6,900 lf of replacement waterline, 9 fire hydrants, and 19 valves:
a. 16th Street from Grand Central Avenue to 13th Avenue
b. 13th Avenue from 16th Street to 5th Street

4. Hydrant and valve replacements throughout the City of Vienna
The total cost of the four proposed water projects is projected to be $9,230,000 to be financed through a 3%, 20 year loan from the West Virginia Infrastructure Jobs and Development Council. The City finds that the rates, fees and charges set forth below are just and equitable for the service provided to the City’s water customers and that such rates will be sufficient to meet daily expenses associated with the operation of its water system, to provide cash working capital reserves as required by West Virginia Code WV Code §24-1-1(k), and to provide sufficient revenues to cover the costs associated with capital improvements and associated debt service.

STEP 1 RATES

The current and Step 1 proposed increased rates, fees and charges which are proposed to become effective 45 days after the enactment of the ordinance, are as follows:
