Application for a Certificate of Public Convenience and Necessity Authorizing the Construction, Financing, Ownership, and Operation of the West Virginia Portions of the MidAtlantic Resiliency Link Project NOTICE OF PUBLIC COMMENT HEARINGS AND CORRECTION OF NOTICE OF FILING On January 30, 2026, NextEra Energy Transmission MidAtlantic, Inc. (NEET MA) filed with the Public Service Commission of West Virginia (Commission) an application for a certificate of public convenience and necessity pursuant to W. Va. Code 24-2-11a (Application) to construct and operate the West Virginia portions of the MidAtlantic Resiliency Link Project (MARL Project), a new proposed approximately 107.5-mile, 500 kV transmission line that will traverse portions of Pennsylvania, West Virginia, Maryland, and Virginia, including a new 500/138 kV Woodside Substation to be located in Frederick County, Virginia, and other associated transmission facilities. The West Virginia portions of the MARL Project consist of approximately 58.9 miles of 500 kV transmission line and related facilities in Monongalia, Preston, Mineral, and Hampshire Counties (the West Virginia Portions). The Commission has designated the Application as Case No. 26-0075-E-CN. The MARL Project includes components other than the West Virginia Portions. However, only the West Virginia Portions are subject to Commission approval in this case. The current cost estimate for the MARL Project is $1.167 billion. Of this estimated amount, the current cost estimate for the West Virginia Portions is $482,706,000. These estimates include siting, engineering, construction, financing, administration, and legal costs. NEET MA estimates that the Project will have an impact on customers of Monongahela Power Company and The Potomac Edison Company.
