PUBLIC NOTICE
TO WHOM IT MAY CONCERN:
A West Virginia 401 Water Quality Certification, as required by W. Va. Code § 22-1-6(d)(7) has been requested from the West Virginia Department of Environmental Protection (WVDEP) for:
Local Landfill Project, Phase 3

SCOPE OF PERMIT:
The West Virginia Water Pollution Control Act requires a permit for activities that may cause an alteration to the physical or biological integrity of the waters of the State. The WVDEP West Virginia State Waters Permit is authorized by W. Va. Code §22-11-7(a)(1). WVDEP follows the existing West Virginia Legislative Rule §47CSR5A which pertains to jurisdictional waters for the purpose of outlining this application process and compensatory mitigation guidelines.
DESCRIPTION OF THE ACTIVITY:
The Chemours Company will be upgrading the final cover system for landfill cell B2 at the Local Landfill site utilizing a geotextile fabric overlaid with clay-based soils excavated from the Dry Run Borrow Site. Final improvements include an upgraded stormwater runoff and leachate treatment system.
PROJECT LOCATION:
5 miles west of Parkersburg, 0.7 miles west of US 50 on WV 892 at Washington Works Natural Trails access drive on south side of road.

The West Virginia 401 Water Quality Certification Permit application is available for inspection between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday, at the following location:

Comments and information relating to the West Virginia 401 Water Quality Certification for this activity are hereby solicited.
