Randolph County Covered Electronic Device Project
Request for Bids

Notice is hereby given that Bids will be received by the Randolph County Commission located in the Courthouse Annex Building, 4 Randolph Av, Suite 207, Elkins, WV 26241 for the receiving and hauling away of used covered electronic devices (CEDs) for Randolph County residents. The performance period will end September 30, 2026, and will include one collection event.
The outside mailing Envelope must be clearly labeled “CED Project Bid” and contain two inside envelopes, with one labeled “Bid” (bid must be enclosed), and the other labeled “Business Docs” (this envelope must contain everything listed below EXCEPT for the bid).
Submitted bids must contain the following:
* List of acceptable CEDs -televisions are required to be taken
* Copy of Worker’s Compensation coverage
* Copy of Liability Insurance Coverage for all vehicles and equipment in the amount of $1,000,000
naming the Randolph County Commission as an additional insured
* W-9
* Copy of Business License
* Copy of Contractor License
* Flat rate bid for the event that includes mileage, fuel, fuel surcharge, per sonnel, equipment, supplies, materials, total hours (travel, on-site, etc.), miscellaneous; bid must be all inclusive

Contractors must:
* Provide a 53′ or larger receiving/hauling trailer and set it up at a location, on dates and at a time
as agreed upon.
* Receive, unload, and load CED’s for a minimum of 4 hours per event.
* Unload and load all CEDS and provide all equipment/labor/materials for same.
* Provide a Certificate of Destruction for each event, along with a list of downstream vendors within 7 days of event.
* Pick up any items that do not fit on the trailer within 24 hours of the end of event.
* Make a good faith attempt to adhere to the “R2” Practices for Electronic Recyclers or similar industry guidelines.

Bid submission deadline is Thursday, July 2, at 12:30 p.m. at which time bids will be opened and read out loud in the Commission Meeting Office located in the old IGA Building beside of the Wees Annex. This project is being funded in part by the WV DEP Covered Electronic Devices grant. The Randolph County Commission reserves the right to reject any and all Bids, waive any informality, or to accept and enter into contract with the lowest responsible bidder.
