NOTICE The Jackson County Commission intends to accept bids for Lagoon Sludge Remediation. Bids may be mailed to P.O. Box 800 Ripley, WV 25271, emailed at [email protected]., or dropped off in person in the Commission Office located in the Court House at 100 Court Street North, Ripley, WV 25271. Project Scope Summary: Lagoon Sludge Remediation 1. Project Objective The Jackson County Commissioners requires professional services to remediate and significantly reduce accumulated organic sludge volume within the county-owned wastewater treatment lagoon. 2. Remediation Methodology Mandatory Technique: Contractors must utilize bioaugmentation as the primary remediation method. Mechanism: The process must introduce specific, targeted blends of live beneficial microorganisms and enzymes into the lagoon. Goal: These biological agents must actively digest, liquefy, and break down the organic solids safely in situ. 3. Performance Expectations Volume Reduction: The selected vendor must achieve a measurable decrease in overall sludge blanket depth. Environmental Safety: The bioaugmentation treatment must be non-toxic, safe for existing aquatic life, and fully compliant with state and federal environmental regulations. Operational Continuity: The biological treatment must not disrupt the daily, continuous operation of the lagoon facility. 4. Project Timeline and Contract Review 6-Month Evaluation Deadline: The contract is subject to a formal, mandatory performance review exactly six (6) months following the official project start date. Review Criteria: At this 6-month milestone, the County will evaluate the contractor’s progress based on verified sludge depth reduction and water quality data. Contract Continuation: Satisfactory performance and measurable sludge reduction at the 6-month mark are strict prerequisites for contract extension or final completion approvals. Bids will be accepted until July 22, at 9:30 a.m. in the County Commission Meeting Room at the Jackson County Court House at which time they will be opened and publicly read. The Jackson County Commission reserves the right to accept or reject any and all bids and may waive any formalities in bidding.
