NOTICE The Jackson County Commission intends to accept bids for Lagoon Upgrade Project. Specifications can be obtained by emailing County Administrator Julia Gump at [email protected] or calling 304 373-2222. Bids may be mailed to P.O. Box 800 Ripley, WV 25271, emailed at [email protected]., or dropped off in person in the Commission Office located in the Court House at 100 Court Street North, Ripley, WV 25271. Scope of Work Summary: Lagoon Upgrade Project 1. Objective Upgrade the existing wastewater lagoon system to improve aeration efficiency, optimize retention time, and enhance overall treatment performance. 2. Contractor-Furnished Equipment (CFE) The General Contractor (GC) shall procure, deliver, install, and warrant the following primary mechanical components: Underwater Aeration System: One (1) complete submerged aeration assembly. Aeration Blowers: Two (2) new high-efficiency air blowers matching system duty requirements. Lagoon Baffle: One (1) new floating or fixed hydraulic baffle wall partition. 3. General Contractor Civil & Structural Scope The GC is fully responsible for all turnkey civil works, including: Concrete Works: Engineering, forming, pouring, and curing of all equipment pads, structural anchors, and thrust blocks. Piping & Integration: Supply and installation of all air headers, process piping, valves, fittings, and connections from blowers to the aeration system. Site Preparation: Dewatering, sludge management, excavation, trenching, and backfilling required for piping and anchors. Testing & Commissioning: Hydrostatic testing of lines, structural integrity checks, and full system start-up testing. 4. Project Schedule & Milestones Final Completion Deadline: All installation, testing, and cleanup work must be fully completed by December 31, 2026. Schedule Submission: The GC must submit a detailed project schedule with key milestones within 14 days of contract award. 5. Warranty & Quality Assurance Warranty Period: The GC shall provide a comprehensive 6-month warranty covering all craftsmanship, installation work, and integrated piping systems. Coverage: The warranty takes effect immediately upon final project acceptance and sign-off by the owner. Defects: Any defects in materials or installation discovered within this 6-month window must be repaired or replaced by the GC at no additional cost to the owner. Bids will be accepted until July 22, at 9:30 a.m. in the County Commission Meeting Room at the Jackson County Court House at which time they will be opened and publicly read. The Jackson County Commission reserves the right to accept or reject any and all bids and may waive any formalities in bidding.
