The Huttonsville Public Service District, a public corporation of the State of West Virginia that provides water and sewer service in Randolph County, West Virginia, is accepting applications for the position of General Manager. The General Manager is responsible for the overall management of the Public Set-vice District including its water, sewer, and administrative functions. The General Manager position is responsible for developing and implementing strategic plans to ensure the District is responsive to its customers, employees, and regulatory agencies. Further, the General Manager will ensure the District conducts its business in accordance with practices, policies and objectives established by the Huttonsville Public Service District’s Board of Directors.

Job Duties and Responsibilities. The General Manager is responsible for the overall management of District departments. Guides, monitors, and reviews all department heads. Makes decision, with recommendations of staff, in matters relating to the purchasing, staffing and administrative policies and brings these matters to the District Board, when appropriate. The General Manager is responsible for ensuring District employees are qualified and capable in their specific job responsibilities and compensated appropriately. The General Manager is expected to regularly attend District Board meetings, to submit items of business to be considered and to carry out the directives of the District Board. The General Manager is to recommends short- and long-range plans to maintain adequate water and sewer plants and equipment. The General Manager is expected to prepare an annual budget for planning and presentation to the District Board and to verify the District is being financially responsible to its customers. The General Manager is expected to represent the District at meetings involving the County Commission and/or the West Virginia Public Service Commission. The General Manager will set the standard for professional behavior, efficient use of time and resources expected of all District employees. The General Manager will oversee the process by which the District effectively communicates with its customers, the public and regulatory agencies. The General Manager will perform other duties as assigned by the District Board.

Job Specifications. The successful candidate will have a minimum often years of progressive responsibility in water or sewer utility service including two years in a senior leadership role. In addition, the successful candidate must have a proven work performance and experience in operations, management, planning, maintenance, and personnel. Further, the successful candidate must hold a valid Class IT West Virginia PWS operator certification issued by the West Virginia Bureau of Public Health. The salary of the General Manager will be set by the District Board and will be commensurate with experience. The term of the appointment will be up to five years and until a successor General Manager is appointed and the General Manager may only be discharged upon the affirmative vote of 2/3 of the District Board. The General Manager need not be a customer of the District in order to be appointed the General Manager. The General Manager cannot be a member of the District Board but is an employee of the District Board. The Huttonsville Public Service District is an equal opportunity employer.
