TOWN OF HARMAN – WASTEWATER TREATMENT PLANT
IMPROVEMENTS AND REPAIRS
CONTRACT #3

RANDOLPH COUNTY, WV

Sealed bids will be received by the Town of Harman for the Contract #3 – Wastewater Treatment Plant Improvements & Repairs Project until 2:00 P.M. on June 30th, 2020 at Harman Fire Department, US-33, Harman, WV 26270 at which time bids will be publicly opened and read aloud.

The work shall be substantially completed within (180) calendar days after the date when Contract Times commence to run, and completed and ready for final payment within (210) days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day.

Town of Harman – Wastewater Treatment Plant Improvements & Repairs – This project will consist of constructing improvements and repairs to the existing Aqua-Aerobics CAM-D SBR Wastewater Treatment Plant. Major items of work shall include improvements and repairs to the existing influent pump station, mechanical bar screen, UV disinfection system, Aqua-Aerobics CAM-D unit, SBR Control Panel Package, removal and replacement of basin pumps, valves, actuators, and electrical components.

Complete sets of Contract Bidding Documents, Plans, and Specifications may be obtained at the office of Civil & Environmental Consultants, Inc. – 600 Marketplace Ave – Suite 200, Bridgeport, WV 26330, upon a non-refundable payment of TWO HUNDRED ($200.00) DOLLARS, beginning on June 3rd, 2020. Check or money order only, made payable to Civil & Environmental Consultants, Inc. Bidding Documents issued as digital drawing and specifications PDF files may be accessed at no cost by contacting Civil & Environmental Consultants, Inc. at 304-848-7163 to obtain instructions for accessing and downloading online files.

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain all documents as required on the Bid Opening Checklist of these contract documents. Envelope No. 2 must be a separate sealed envelope placed inside of Envelope No. 1 and marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form”. Both envelopes must have the following information in the lower left hand corner.

Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Bid on Town of Harman Contract #3 – Wastewater Treatment Plant Improvements and Repairs”, Town of Harman, US 33, Harman, WV 26270.

The main envelope, “Envelope No. 1”, will be opened first and the required bid documents as listed on the Bid Opening Checklist, will be checked to ensure that all documents are in order and submitted. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Form” will be opened and publicly read aloud. If the required documents are not in order, the envelope containing the “Bid Form” will not be opened and the Bid will be considered non-responsive and returned to the Bidder.

A bidder may not withdraw the Bid for a period of sixty (60) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to the Town of Harman in an amount equal to five percent (5%) of the Total Bid.

Bidders must hold a current West Virginia contractor’s license on the date of the Bid Opening.

Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.

This project is funded, in part, by the Federal Emergency Management Agency (FEMA) Public Assistance Program under Declaration 4455DR-WV and is identified as FEMA Project #110701. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act.

A Pre-bid conference will be held at the Town of Harman Fire Department located at US Rt.33, Randolph County, West Virginia, on June 17th, 2020, at 10:00 AM, L.P.T.

The Town of Harman, reserves the right to reject any or all bids.
