PUBLIC NOTICE
APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT

The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity:

Activity: To operate and maintain an existing 0.3 MGD sequential batch reactor wastewater treatment plant and sewage collection system. The system is designed to serve a population of approximately 3,000 persons or equivalents in the Hancock County PSD area and discharge treated wastewater to the Ohio River via Outlet No. 001 at approximate Mile Point 50.4. Additionally, to accept non-domestic wastewater form Campbell Transportation Company (IU01), Mountaineer Casino and Resort Sludge Decant (IU04), and Mountaineer Casino and Resort Horse Washing (IU05), and Mountaineer Casino and Resort Manure Catch Basin (IU06). An antidegradation review has been conducted and Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001.
Also to operate and maintain a sewage collection system to serve a population equivalent of approximately 88 customers in the Johnsonville area of the Hancock Public Service District and convey wastewater to the City of Chester’s wastewater treatment plant for subsequent treatment and discharge to the Ohio River at approximate Mile Point 43. Also to operate and maintain a sewage collection system to serve a population equivalent of approximately 87 customers in the New Cumberland Heights area of the Hancock Public Service District, and convey wastewater to the City of New Cumberland’s wastewater treatment plant for subsequent treatment and discharge to the Ohio River at approximate Mile Point 57.6. Also to operate and maintain a sewage collection to serve a population equivalent of approximately 40 customers in the Route 2 area of the Hancock Public Service District, and convey wastewater to Newell’s wastewater treatment plant for subsequent treatment and discharge to the Ohio River at approximate Mile Point 45.7. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins February 01, 2021 and ends March 03, 2021.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
