PUBLIC NOTICE DBE GOAL SETTING In Accordance with the requirements of the U.S. Department of Transportation as set forth in 49 C.F.R. Part 26, as amended, the West Virginia Department of Transportation, Division of Public Transit (the Division), hereby notifies the public that it is in the process of developing its FFY 2016-2018 FTA Disadvantaged Business Enterprise (DBE) goal for procurements with small business concerns owned and controlled by socially and economically disadvantaged individuals (DBEs). The U.S. DOT’s rule requires development of a three-year DBE goal and methodology. The Division invites the public to offer any comments, concerns or input in the overall goal-setting process within thirty (30) days from the date of this Notice. Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program and 49 U.S.C. Section 5311 Nonurbanized Formula Program, are presently reviewing their transportation needs and/or services. According to federal planning requirements, private providers and the general public are entitled and encouraged to participate in the early planning and project development of these services. It is imperative that your participation begin immediately to allow your comments to be considered when these applications for potential funding are being developed. This notice does not apply to transit authorities in urbanized or TMA areas that receive Section 5307 funding (i.e. Eastern Panhandle Transit Authority – Martinsburg; Kanawha Valley Regional Transportation Authority – Charleston; Tri-State Transit Authority – Huntington; Mid-Ohio Valley Transit Authority – Parkersburg; Monongalia County Urban Mass Transit Authority – Morgantown; Ohio Valley Regional Transportation Authority – Wheeling; and Weirton Transit Corporation – Weirton). Section 5311 apportionment set aside to administer a program for the development and support of intercity bus transportation. The primary objective of the program is to provide support services to meet the intercity travel needs of nonurbanized area residents. In an effort to develop an intercity bus program to meet these program objectives, the Division is soliciting input from interested groups. Comments regarding this program will be accepted for thirty (30) days from the date of this notice. In the absence of any public input or if no projects are identified as a result of the consultation process, the State will file a Governor’s Certification with the Federal Transit Administration which will attest that the Intercity Bus needs of the State of West Virginia are being adequately met, “relative to other rural needs in the state”.
