Sealed Bids for the Replacement of Boiler and Air Compressor at Water Treatment Plant, Contract 21-01, will be received by the Parkersburg Utility Board at 125 19th Street, Parkersburg, West Virginia 26101 until 10:00 a.m. (local time), Tuesday, April 20, 2021, and then at said office publicly opened and read aloud.
The work covered by the Contract Documents includes the following:
Contract 21-01 – Replacement of Boiler and Air Compressor at Water Treatment Plant
Improvements to the existing Water Treatment Plant, including replacement of boiler and air compressor systems in the main control building, with the necessary appertaining work.

Copies of the Bidding Documents may be purchased from Burgess & Niple, Inc. (Issuing Office) upon payment of $100 for each set (non-refundable).
To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. (issuing office). Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.
A mandatory pre-bid conference will be held at 10:00 a.m. local time on April 7, 2021 at the offices of the Parkersburg Utility Board located at 125 19th Street, Parkersburg, WV 26101. Attendance at the pre-bid conference is mandatory.
Per the requirements of Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.
A Bid Bond executed by the Bidder and a Surety Company approved by the Parkersburg Utility Board in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Per the requirements of Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance that the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid.
Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications.
The Parkersburg Utility Board reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The Parkersburg Utility Board reserves the right to waive any informalities or irregularities in the Bidding.
