COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Notice is hereby given that the City of Weirton, WV will hold a public hearing on Wednesday, April 21, 2021 at 10 a.m. prevailing time in Room 201 of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062. The Weirton Municipal Building and City Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please call Ms. Jessica Gumm, Planning and Development Director for the City of Weirton, at (304) 797-8500, extension 1020, to make arrangements. For persons with hearing impairments, please call 711.
The purpose of the public hearing is to present the City of Weirton’s FY 2021 Annual Action Plan for the use of Community Development Block Grant (CDBG) funds. The City of Weirton intends to submit its FY 2021 Annual Action Plan for a Federal Community Development Block Grant in the amount of $417,720. The FY 2021 Annual Action Plan will be submitted to the U.S Department of Housing and Urban Development (HUD) on or before May 15, 2021.
In order to obtain the views of residents, public agencies and other interested parties, the City has placed the FY 2021 Annual Action Plan on display for a period of 30 days from April 6, 2021 through May 5, 2021 on the City of Weirton’s website
http://www.cityofweirton.com/.
Copies of the plan may also be examined during normal business hours of operations at the
Weirton City Building, Planning and Development Department,
200 Municipal Plaza,
Weirton, WV 26062.
The Plan will be presented for approval at the May 10, 2021 City Council Meeting.
The FY 2021 Annual Action Plan was prepared after conducting a public hearing on housing and community development needs and meetings with City staff and officials. The following CDBG activities are proposed for funding under the FY 2021 Annual Action Plan:
General Program Administration $60,000.00

Community Policing $25,000.00
Weirton Park Board –
Facility Passes $10,000.00
Weirton Park Board – Sport League Entry Fee Scholarships $2,000.00
A Child’s Place CASA, Ltd.

Weirton Transit-Bus Passes

CDBG Eligible Street Improvements $293,062.00
Total FY 2021 CDBG Funds for Project Activities

If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG funds.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed use of CDBG funds under the FY 2021 Annual Action Plan.
