Order and Notice of Special Election for additional Park Board Levy to the voters of the City of
New Cumberland

That at the New Cumberland City Council meeting for New Cumberland, West Virginia, held on the 7th day of December, 2020 as provided by law, the following order was made and entered of the record, to wit:
The Council of the City of New Cumberland being of the opinion that the maximum levies for current expenses authorized by Article 8, Chapter 11, of the Code of West Virginia, as amended, will not provide sufficient funds for the payment of current expenses of the City of New Cumberland, including expenditures for the purpose or purposes hereinafter set forth, and that an election should be held to increase such levies under the provisions of Section 16, Article 8, Chapter 11 of the code, as amended, it is hereby ordered:

1. That the purpose or purposes for which additional funds are needed is/are as follows:
Park Board Levy

2.That the approximate amount for this purpose after an allowance for uncollectible taxes is:
Projected Revenue $46,323.00

3.That the total approximate amount for said purpose during the term of the levy is:
$231,615.00

4.That the separate and aggregate assessed valuation of each class of taxable property within the City of New Cumberland, if as follows:
i. Class I $ -0-
ii. Class II $7,624,590.00
iii. Class IV $16,195,050.00

5.That the proposed additional rate of levy in cents per one hundred dollars of assessed valuation on each class of property is as follows:
i.Class I 6.25 cents
ii.Class II 12.50 cents
iii.Class IV 25.00 cents

6.That the purposed years to which the additional levy shall apply are the fiscal year beginning July 1, 2024, 2025, 2026, 2027, and 2028.

7.That the Council will not issue bonds upon approval of the proposed levy.

8.That the question of such additional levy shall be submitted to a vote at a Special Election to be held on the 11th day of May 2021.

9.That notice calling such election shall be given by the publication of this order at least once each week for two successive weeks before said election in two newspapers of opposite politics and of general circulation in the territory in which the election is held. If there is only one newspaper published in the county, said publication shall be made therein. All the provisions of the laws concerning Special Elections shall apply as far as they are practicable, except that a separate ballot shall be used at such election when held in connection with any other election.

10.That the ballot to be used at such election shall be in the following form:

Special Election to authorize additional levies for the fiscal years beginning July 1, 2024, 2025, 2026, 2027, and 2028 and for the purpose of Park Board Levy according to the order of the New Cumberland City Council entered the 7th day of December, 2020.
“The additional levy shall be on Class I property 6.25 cents, on Class II property 12.50 cents, on Class IV property 25 cents per $100 of assessed valuation.
