FY 2019 Annual Action Plan – Substantial Amendment No. 2

Round III Funding

As a Federal Entitlement, the City of Weirton, West Virginia (“City”) receives funding from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Program (CDBG). Through the March 27, 2020 passage of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, the City has also received CDBG-CV allocations. The City will receive additional Community Development Block Grant Coronavirus (CDBG-CV) funds under the Round III allocation in the amount of $96,478.
A public hearing will be held on Tuesday, July 27, 2021, at 11 a.m., prevailing time, in City Council Chambers (Room 201) of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062. The purpose of this public hearing is to present and to provide an opportunity for comment on the proposed Substantial Amendment No. 2 to the City of Weirton’s FY 2019 Annual Action Plan for the use of FY 2020 CDBG-CV Round III funds. The Weirton Municipal Building and City Council Chambers are accessible to persons with physical disabilities. The City of Weirton adopted its FY 2019 Annual Action Plan and Budget for the use of CDBG funds on July 8, 2019. In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Annual Action Plan and Budget in accordance with the City’s Citizen Participation Plan.
The City has determined it is necessary to amend the approved CDBG program budget for the previously approved program year for FY 2019 to increase funding for other previously approved projects/activities. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: the scope, purpose, and/or location of the project activity has changed.
The substantial amendment to the FY 2019 Annual Action Plan is proposed as follows:
FY 2020 CDBG-CV Activity:
CDBG-CV-20-04 CV-Food Program. Increase the project/activity budget by $96,478 for a new project activity budget of $171,478.
The FY 2019 Annual Action Plan – Substantial Amendment No. 2 is on public display for viewing by the public at the City of Weirton’s website

for a period of at least five (5) days beginning on Friday, July 23, 2021 and ending on Friday, July 30, 2021.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed Substantial Amendment No. 2 to the City of Weirton’s FY 2019 Annual Action Plan for the use of FY 2020 CDBG-CV Round III funds. All comments received by 4:00 p.m., prevailing time, on Friday, July 30, 2021 will be considered by the City of Weirton prior to submittal of the Substantial Amendment No. 2 Resolution to City Council at their Monday, August 9, 2021 City Council Meeting. Once approved, the City intends to submit the substantial amendment to HUD on or before Monday, August 16, 2021.
