Urban Renewal Authority of the City of Parkersburg and the City of Parkersburg, West Virginia have submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental assessment at Former Pennzoil/Elk Terminal site under the Voluntary Remediation and Redevelopment Act. The site is located at the Northwest corner of 19 1/2th and Keever Streets Intersection, Parkersburg, Wood County, West Virginia, and is comprised of approximately 5.37 acres of property.
The site was operated by Pennzoil United, Inc. as a bulk petroleum storage terminal from approximately 1953 to 1955. The Phase I Environmental Site Assessment identified the following areas which may be contaminant sources: two (2) former ASTs, former pesticide/herbicide use in the northwest corner of the site, near the floodwall and beneath the Memorial Bridge. Future site use is expected to be developed with a recreational trail on the exterior of the floodwall; the remainder of the site will be kept as green space.
The Office of Environmental Remediation (OER) at the WVDEP has negotiated a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the historic operations at the site. The agreement includes provisions for identifying human health and ecological risks associated with current and potential uses of the site; establishing appropriate remediation standards; and performing additional remedial actions, if necessary, to meet those standards. Upon completion of remediation, the applicant will submit a final report to OER to confirm that the work performed meets all applicable remediation standards.

Suspected Contaminants: Contaminants of potential concern include select volatile organic compounds, polycyclic aromatic hydrocarbons, herbicides, and select metals.
Cleanup Method: Combination of Institutional and/or Engineering Controls, based on the results of environmental and risk assessment.
Intended Future Use: Recreational/Green space
