AMENDMENT 18-005
REGARDING
AMBULANCE REIMBURSEMENT
Pursuant to 42 U.S.C. 1396a(a)(13)(1997) and 42 C.F.R. 447.205, the Department of Health and Human Resources (“Department”), Bureau for Medical Services (“BMS”) provides notice of the filing of a state plan amendment (SPA), identified as SPA 18-005, regarding reimbursement for ambulance services. The SPA delineates separate reimbursement methods for ground and air ambulance based solely on percentages of the Medicare fee schedule. The new reimbursement rates are 90{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the Medicare reimbursement rate at the time of service for ground ambulance services, and 50{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the rural Medicare reimbursement rate for air ambulance services.
This SPA will be made effective on January 1, 2019. The expected fiscal impact for state fiscal year 2019 is approximately $10,807,000 (total dollars) and $8,583,000 (federal dollars). The expected fiscal impact for state fiscal year 2020 is $21,614,000 (total dollars) and $17,166,000 (federal dollars).
The SPA and this notice will be available for public inspection in each county office of the Department of Health and Human Resources during normal business hours, 8:30 a.m. to 4:30 p.m., beginning Monday, November 5, 2018 through Wednesday, December 5, 2018, and on the web at: www.dhhr.wv.gov/bms, then click “Public Notices” on the top toolbar.
