Application for a Certificate of Public Convenience and Necessity or a Waiver therefrom Authorizing the Rebuild and Associated Upgrades of the Messick Road-Morgan 138kV Transmission Line Rebuild Project located in Morgan County, West Virginia
NOTICE OF FILING AND HEARING
On February 23, 2026, The Potomac Edison Company (the Applicant), filed an application, duly verified, for a Certificate to rebuild and construct certain additions and improvements to a transmission line rebuild project in Morgan County, West Virginia, with the Public Service Commission of West Virginia (Commission).
The Applicant proposes to rebuild approximately 27.3 miles of the existing Messick Road-Morgan 138 Kilovolt (kV) Transmission Line running from the Messick Road Substation in Cumberland, Maryland to the Morgan Substation in Berkeley Springs, Morgan County, West Virginia. Approximately 10.9 miles of the line is in West Virginia. The Applicant also proposes to include line relaying at Messick Road and Morgan Substations. Additionally, the Project will include a PCM line monitor and SmartGap to be installed at the Morgan Substation. The project is needed to remediate thermal violations due to electrical load growth.
The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.
The Applicant estimates the total cost of the Project is approximately $91,239,000. Of that cost, the estimated cost of the Project in West Virginia is approximately $38,969,000. The Applicant will finance construction of the Project. The estimated net rate impact to West Virginia customers in the first year is an increase in overall revenues of $4,014,896 or a 0.2 percent increase in revenues. The average monthly bill impact for the various West Virginia classes of customers is proposed to be changed as follows:

Anyone desiring to protest or intervene should file a written protest or request to intervene by May 22, 2026. This matter has been set for hearing on June 29-30, 2026. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room, Public Service Commission, 201 Brooks Street, Charleston, West Virginia.
In the absence of substantial protest received, the Commission may cancel the formal hearing and grant the application based on the Commission’s review of the evidence submitted with the application.
