Randolph County Commission

The Randolph County Commission is soliciting sealed bids for an upgrade to its IBM iSeries (aka AS/400). Bids are due at 4:00pm on March 14, 2016 in the County Commission Office, 4 Randolph Avenue, Suite 102, Elkins, WV 26241.

This bid request is for Hardware, Software, Maintenance, Installation, and Conversion/ migration of existing applications and application data. Minimum required hardware is an IBM 8286-41A with 16 GB main memory, 4 core, 1 core activated, 906 GB disk storage (15K RPM), 4-port Gigabit Ethernet, 1.5 TB tape drive (3580-H5S TS2250 LTO5), 11 tape cartridges, and UPS (Powerware 9910-E15, 1350 Watt, 1500VA), capable of running the County’s existing AS/400 applications. System must be configured with Raid-5 protection. Hardware must be new, and have a 3 year manufacturer’s warranty. Software to be supplied is IBM i5/OS Version 7 Release 1. Software must have 3 year manufacturer’s support. Hardware and Software maintenance must be 24×7. Operating system must be installed and updated to current IBM PTF levels. Installation of the hardware is required at the County. Cost of license transfer for all ACS (Xerox) Software must also be included. Conversion/migration of applications installed on the County’s existing AS/400’s is required. The County currently has two AS/400’s and requires that data and applications from both systems be migrated to the new system. In addition, images for the Circuit Clerk’s Office are stored on an attached PC, and must be migrated to the new system. All existing AS/400 application data must be migrated to the new system, without interruption to the County’s normal operations. Attachment and configuration of all attached devices (workstations, PC’s, printers), to operate on the new system as they operated on the existing system, is required. The County is seeking a single vendor solution for the Hardware, Software, Maintenance, Installation, and Conversion/migration. Successful vendor must be registered with the State of West Virginia, and must not be delinquent on any taxes due in Randolph County. Bids should contain one line item for each category (e.g. Hardware, Software, etc.). Total bid price must be shown and must equal the sum of all line items. All hardware and software features must be detailed in an attachment. No additions or changes to bid price will be accepted after bids are opened. Bid prices must be honored for a minimum of 30 days from date of bid opening. All bidders must have experience in performing similar installations or migrations in environments similar to that of Randolph County. The Randolph County Commission reserves the right to reject any bids received after the deadline, and/or any bids which the Commission does not feel are complete, or in the best interest of the County.
