ENGINEERING QUALIFICATIONS

The City of Bluefield, WV is seeking Requests for Qualifications (RFQ’s) from consulting architectural and engineering firms interested in providing advice and services for a feasibility study for the Grant Street Bridge located in downtown Bluefield, WV. This study will evaluate and assess the viability of the Grant Street Bridge considering its current condition, its significance in connectivity and accessibility as an arterial connector, its effect on public safety and security, its historical significance as well as its impact on socioeconomic factors. The consultant will work closely with the City, West Virginia Division of Highways, Region I Planning & Development Council, Norfolk & Southern Railway Corp. and other professionals on the project team.

Professional services for the activity funded include; (1) Review of existing engineering and relevant data; (2) Development of an Engineering Report with identified alternatives; (3) Development of a project budget for each alternative; (4) Identification of potential funding sources; (5) Preparation and delivery of Engineering Report in .pdf format.

Procurement of said services shall be in accordance with 2 CFR 200.320 (d) (5) and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.

The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm ranked most qualified will be selected to enter into fee negotiations.

Qualifications will be accepted through March 27th, 2020 at 4 pm. Any qualifications received after 4 pm will not be accepted.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WVEDA, US EDA, HUD/Community Development Block Grant, Appalachian Regional Commission Grant Program, and the West Virginia Infrastructure and Jobs Development Council and other sources as available.
