REQUEST FOR ENGINEERING
QUALIFICATIONS
The Cool Ridge-Flat Top Public Service District (PSD) is in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services for the White Oak Waterline Extension Project. Project activities that will involve the selected engineering firm include project design and construction administration services for the provision of public water service to approximately 30 households along the Raleigh and Summers County border from the intersection of Mount View Road and White Oak Mountain Road heading north on White Oak Mountain Road to the intersection with Hinton Road (Route 3) and extending approximately one mile in each direction on Hinton Road. The consultant will work with the Cool Ridge-Flat Top PSD, the Raleigh County Commission, and Region I Planning & Development Council.
Professional services for the activity funded include; (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (2) Preparation of bidding and contracting documents; (3) Participation in the evaluation of bids received and (4) Monitor and inspect construction activities on a periodic basis to insure compliance with plans and specifications. Final plans, specifications and bid documents will be completed to take advantage of the Spring 2020 construction season.
Procurement of said services shall be in accordance with 24 CFR Part 85 and West Virginia Code Chapter 5G. Consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.
The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the HUD/Community Development Block Grant, Appalachian Regional Commission (ARC) Grant Program, the Economic Development Administration (EDA), the West Virginia Department of Environmental Protection (WV DEP), the West Virginia Infrastructure and Jobs Development Council, and the State Revolving Loan Fund.
