REQUEST FOR ENGINEERING
QUALIFICATIONS
The Raleigh County Commission is in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services for the Clear Fork Rail Trail Project. Project activities that will involve the selected engineering firm include project design and construction administration services with an emphasis on railroad bridge and trestle structural design and familiarity with federal environmental mitigation standards relating to abandoned mine lands for the development of a traditional rail trail project along an approximately fifteen-mile abandoned rail line running from Jarrolds Valley Junction near the intersection of Route 3 and Route 1 just outside of Whitesville, West Virginia, to a mine near Clear Creek in Raleigh County. The project includes remediation of a portion of the Ameagle Refuse Pile located along the project corridor within the right-of-way of CSX Transportation, Inc. The consultant will work with the Raleigh County Commission and Region I Planning & Development Council.
Professional services for the activity funded include; (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (2) Preparation of bidding and contracting documents; (3) Participation in the evaluation of bids received and (4) Monitor and inspect construction activities on a periodic basis to insure compliance with plans and specifications. Final plans, specifications and bid documents will be completed to take advantage of the Spring 2019 construction season.
Procurement of said services shall be in accordance with 24 CFR Part 85 and West Virginia Code Chapter 5G. Consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.
The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected.

Attention is directed to the fact that the proposed project is to be undertaken through funding sources including but not limited to the WV Department of Environmental Protection Abandoned Mine Lands (AML) Pilot Project funding.
