K-3 Benchmark and Diagnostic Assessment System

1. Purpose
Wyoming County Schools seeks proposals from qualified vendors to provide a comprehensive K-3 benchmark and diagnostic assessment system designed to support early literacy and numeracy development, identify learning gaps, monitor student growth, and provide educators with actionable instructional data.

The selected solution will support the district's commitment to the Science of Reading, Science of Numeracy, Multi-Tiered Systems of Support (MTSS), and the goals of the West Virginia Third Grade Success Act.

2. District Needs
The district intends to implement the solution in grades Kindergarten through Grade 3 across all elementary schools. The solution should provide universal screening, benchmark assessments, diagnostic information, progress monitoring, personalized learning opportunities, and meaningful reporting for educators and families.

3. Scope of Work

B. Diagnostic Assessments
Literacy: Phonological Awareness, Phonemic Awareness, Phonics, High-Frequency Words,
Vocabulary, Reading Comprehension

Mathematics: Number and Operations, Algebra and Algebraic Thinking, Measurement and Data, and Geometry

C. Progress Monitoring
MTSS support
Growth tracking
Intervention monitoring

D. Personalized Instruction
Adaptive instructional pathways
Targeted lessons
Independent practice opportunities

E. Instructional Resources
Science of Reading aligned materials
Small-group intervention lessons
Family engagement resources

4. Reporting Requirements
Student, classroom, school, and district reports must be available immediately following assessments and include growth, proficiency, standards mastery, intervention recommendations, and subgroup reporting.

5. Technology Requirements
The solution shall be web-based, operate on district devices, integrate with student information systems, and comply with FERPA, COPPA, and applicable student privacy requirements.

6. Proposal Submission Requirements
Vendors shall provide company information, product descriptions, implementation plans, references, and detailed pricing for districtwide implementation.

Assessment and Diagnostic Quality, Science of Reading Alignment, Science of Numeracy, Reporting and Data Analytics, Personalized Learning Features, Professional Development and Support, Technology Integration, Cost Effectiveness

9. Desired Features
Adaptive assessments, personalized learning pathways, Science of Reading alignment, instructional resources, parent communication tools, and real-time reporting.

10. Reservation of Rights
Wyoming County Schools reserves the right to reject any or all proposals, request additional information, conduct vendor demonstrations, negotiate terms, and award a contract deemed to be in the best interest of the district.
