LEGAL NOTICE REQUEST FOR PROPOSALS FOR APPRAISAL, REVIEW APPRAISAL, RIGHT-OF-WAY NEGOTIATOR The Crab Orchard – MacArthur Public Service District, Raleigh County, West Virginia is in the process of obtaining professional services necessary to complete the Marsh Fork Sewer Project. These services include appraiser, review appraiser and right-of-way negotiator. The selected negotiator, appraiser and review appraiser will work closely with the project attorney, engineer and administrator to obtain all necessary right-of-ways and parcels. Procurement of said services shall be in accordance with 24 CFR Part 85.36(d)(3). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner. The object of the competitive process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the project may be undertaken through grants and loan funds including but not limited to the DEP CWSRF Loan program, WV IJDC, and the Rural Economic and Community Development Agency. All work will be performed in accordance with the regulations issued by DEP, IJDC, RECD and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109. The Crab Orchard – MacArthur Public Service District will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award. These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Crab Orchard – MacArthur Public Service District, price and other factors considered including familiarity and expertise with this type of project.
