CITY OF BECKLEY REQUEST FOR PROPOSALS FOR AN ENGINEER OF RECORD FOR DESIGN / CONSULTING ENGINEERING SERVICES The City of Beckley, West Virginia, is accepting “Statements of Qualifications” from qualified professional engineering consulting firms for an “Engineer of Record” to provided design plans and other professional engineering services within the city. The immediate project is the engineering and design of a new building and plaza at the corner of Neville and Heber Streets in Beckley. Additionally professional services should include the following items; availability to work on multiple projects, current work load, technical expertise, professional qualifications, specialized experience, prior experience with similar type projects, references, surveying and mapping, preparation of all necessary permit applications, bidding for contractors and suppliers, assistance in obtaining easements and other property if necessary, location of office in which the work would be performed and knowledge of project locality. Those submitting bids must be familiar with all applicable regulations and be in compliance with all federal and state laws. The City of Beckley will afford full opportunity to woman-owned and minority business enterprises who submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age handicap or national origin in the award of this contract. Future infrastructure / design / engineering projects throughout the city are also included in this proposal. Interested Firms must submit six (6) copies of requested information to the City of Beckley, 409 South Kanawha Street, Beckley, WV 25801 no later than 4:30 p.m. on Friday, March 18, 2016. Please mark the envelope “Engineer of Record RFP” MAKE NO REFERENCE TO PRICE OR COST FOR YOUR SERVICES WHEN SUBMITTING PROPOSALS. Any proposal received not containing complete information or received after the aforementioned deadline shall be rejected and the consultant so notified. The City of Beckley’s Evaluation Committee will evaluate the statements of qualifications and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are the best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussion regarding anticipated concepts and proposed methods of approach. The Committee Members shall rank, in order of preference, the three professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services. Should the City of Beckley be unable to negotiate a satisfactory long term contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence, and so on, until an agreement is reached. 3-11-FRI-2-RH; 4140
