Request for Proposals for Special Right-of-Way Legal Services

The Warm Springs Public Service District (WSPSD), Morgan County, WV, is in the process of receiving proposals from attorneys to provide legal services for their U.S. 522 Sewer Extension Project. The proposed project is south of Berkeley Springs in the southern portion of Morgan County along U.S. Route 522 from Ridersville Cycle to Sunny Meadow Place. Legal services needed include:

Easement/local attorney services for approximately 25-30 easements for the project.

The project is funded from a grant/match combination from the U.S. Economic Development Administration, WV Development Office and Morgan County Commission at a total cost of $6,049,000. Thrasher Engineering, Inc. is designing the project.

Proposals must include the hourly fee and a proposal not to exceed total project cost for this contract. Along with cost, please include schedule and experience with the completing similar activities. The contract will be awarded to the most qualified, reasonable and responsible quotation. Please let me know if you need additional information.
