REQUEST FOR QUALIFICATIONS Historic Structures Report and Master Plan Expression of Interest Town of Fayetteville, Fayette County, West Virginia Officials with the Town of Fayetteville, West Virginia are requesting proposals for the preparation of a Historic Structures Report and Master Plan for the Old Fayetteville High School (building), located in Fayette County in the town of Fayetteville at 135 High Street. Services (may include all of some of the following): 1. Brief history of the building describing significant events and individuals associated with the building and describing changes in the building over time. This would include owners, architects, builders and users. 2. A compilation of all available historic documentation relating to the building including plans, specifications, historic photos, letters, diaries, newspapers articles or ads, financial documents, postcards, fire insurance maps and any other historic documentation. 3. Documentation of physical changes in the building over time. 4. Description and condition assessment of the exterior of the building, including all architectural features and elements. Identification of those features that are character defining for the building. (Walls, foundation, window, doors, entrances, porches, paint and finish, details, embellishments.) 5. Description and condition assessment of the interior of the building, including all architectural features and elements. Identification of those features that are character defining for the building. (Floors, ceilings, walls, windows, doors, staircases, trim paints and finishes, details, embellishments.) 6. Graphic recordation of the building using photographs, drawings, videotape or other media as determined appropriate. 7. A code analysis of the building to determine which areas and features will be impacted by the application of accepted building and life safety codes. An analysis of ADA compliance concerns for the building. 8. Assist the town and any other assigned parties to develop a program of use for the building; or review program provided by town. 9. Assess building to insure the program is compatible with building characteristics and codes etc. 10. Provide schematic plans and planning for application of program to building. 11. Provide budget figures for proposed work, in phases as identified or as necessary. 12. Provide priorities of phases of construction. 13. A minimum of three copies of the Report will be provided to the Town Superintendent. 14. Develop a master site plan. 15. Identify funding, sources of grants, and provide assistance in obtaining/writing. 16. Advise and coordinate with the Town Superintendent, Mayor and Town Council, and The Old High School Building Board as assigned. The property will be open for a walk-through by appointment on March 18, 2016 at 9:00 a.m. The walk through is “Not” mandatory for those who have been on the site before. All Proposals must be sealed with “Historic Report and Master Plan Proposal” Send via USPS to Town of Fayetteville, Attention: Bill Lanham, 125 Court Street, and Fayetteville, W.Va. 25840 All Proposals must be received no later than 11:00 a.m. April 29, 2016.
