QUALIFICATIONS NOTICE
The Fayette County Commission’s FY 18 Brownfields Community-Wide Hazardous Substances Assessment Grant project Request for Qualifications to hire a Qualified Environmental Professional. The Fayette County Commission (Commission) is issuing a Request for Qualifications (RFQ) to select a Qualified Environmental Professional to provide technical assistance in implementing a Community-wide Brownfield Assessment Grant to study residential and/or industrial sites throughout Fayette County for identification of existing or possible hazardous materials. Copies of the Procurement Process are available at the Fayette County Courthouse, 100 North Court Street, Suite 2, Fayetteville, WV 25840, between the hours of 9:00 a.m. – 4:00 p.m., Monday through Friday; phone (304) 574-4339, or by email contacting Gabriel Pea, Deputy Resource Coordinator at [email protected]. This project is funded by a U.S. Environmental Protection Agency (EPA) Brownfield Assessment grant of $200,000. The selected professional will conduct Phase I assessments using EPA’s final rule for all Appropriate Inquiries, Phase II Environmental Site Assessments, and provide related assistance on an as-needed basis from approximately December, 2018, through the end of September, 2021. The purpose of this Procurement Process is to select the professional that will provide the highest quality service at a competitive fee. Accordingly, technical qualifications and experience will be weighed heavily in this objective selection process. Once all of the RFQs have been evaluated, a shortlist of qualified firms will be asked to make a presentation to the selection committee. Personnel assigned to the project must participate in the presentation. The firm judged most qualified will be asked to prepare a final proposal, which shall include fees and related costs of said services. All work performed will be done in accordance with applicable rules and regulations issued by the U.S. Environmental Protection Agency, the State of West Virginia, and the County of Fayette. Minority and Woman Owned Business Enterprises are encouraged to participate. The Commission will not discriminate against any firm or individual on the basis of race, creed, color, sex, age, disability or national origin. Written RFQs must be received by the Commission by 4:00 p.m. on Friday, November 30, 2018. All RFQs are to be delivered to the Fayette County Commission, 100 North Court, Suite 2, Fayetteville, WV 25840. RFQs must be clearly marked “Brownfield RFQ” on outside packaging. The Fayette County Commission reserves the right to reject any and all RFQs and to waive any formality.
