Request for Qualifications (RFQ) Hazard Mitigation Plan Update The Eastern Panhandle Regional Planning and Development Council is seeking Statements of Qualifications (SOQs) from qualified architectural, engineering, and planning firms for professional services related to the update of the 2022 Berkeley-Morgan Muli-Jurisdictional FEMA-compliant Hazard Mitigation Plan (HMP). The plan must meet the requirements specified in the local hazard mitigation plan review tool within the 2025 local mitigation planning policy guide. Procurement of said services will be in accordance with West Virginia Code 5G-1-3. Interested firms must submit three (3) hard copies of all requested information to the Eastern Panhandle Regional Planning & Development Council, Attention: Josephine Saikali, 226 Pilot Way, Suite E, Martinsburg, WV 25405 AND one (1) electronic copy of all requested information to [email protected] by 2:00 PM, prevailing time, on April 10, 2026. It is the responsibility of the respondent to ensure receipt of the proposal by the date and time specified. Attention is directed to the fact that the proposed project is funded through a federal grant application under FEMA DR-4756-WV, and that all work will be performed in accordance with FEMA regulations under 2 CFR Part 200, Appendix II and the State of West Virginia pertaining thereto. Award of a contract is strictly contingent upon the formal obligation of funds by FEMA and the State of West Virginia. Region 9 reserves the right to cancel this solicitation or any resulting award if federal funding is not secured. A Committee shall evaluate the SOQs and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach. The Committee shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services. Should Region 9 be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, Region 9 shall undertake price negotiations with the third most qualified professional firm. Should Region 9 be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications, and it shall continue negotiations in accordance with these procedures until an agreement is reached. Region 9 shall make positive efforts to utilize Disadvantaged Business Enterprises for its supplies and services and shall allow these sources the maximum feasible opportunity to compete for contracts.
