Notice is hereby given that The Board of Education for the County of Jefferson, West Virginia (the “Board”) will accept Requests for Proposal to Lease a certain Sixty Thousand square foot (60,000sf) warehouse facility owned by the Board and located at 655 McGarry Boulevard, Kearneysville, West Virginia 25430 (the “Facility”) in accordance with the enclosed specifications. The submittal consisting of the original proposal and 2 additional copies marked, “A PROPOSAL TO LEASE“, will be received no later than 4:00 p.m., September 1, 2016, either in person or delivered via U.S. POSTAL SERVICE or equivalent overnight delivery service to:

Time is of the essence and any proposal received after 4:00 p.m., September 1, 2016, whether by mail or otherwise, will be returned unopened. The time of receipt shall be determined by the time stamp at the Board’s Central Office at the above address. Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition. On the contrary, all responsible firms are encouraged to submit proposals. The Board reserves the right to accept or reject any or all proposals submitted.

  1. INTRODUCTION

The intent and purpose of this Request for Proposal (“RFP”) is to solicit competitive proposals from qualified Offerors to lease the Facility located at 655 McGarry Boulevard, Kearneysville, West Virginia 25430. The Board has authorized the Lease of the Facility as it is, at present, not needed for any educational purpose.

  1. SCOPE OF LEASE TERMS

1. The successful Offeror shall provide an acceptable term sheet that will be for the entire Facility. There shall be no lease for a portion of the Facility.

2. The Proposal shall include the amount that the Oferror is willing to pay per square foot on an annual basis (“Base Rent”), including any increase in the Base Rent for each succeeding year that the Facility is leased.

3. The Proposal shall include the term of the Lease not to exceed two (2) years.

4. The Proposal should be for a “triple net” lease such that the Offeror should include an agreement to pay for the Board’s operational costs of insurance, taxes and utilities or in the alternative, the Offeror can separately contract for such services as available.

5. The Proposal shall agree to the terms as set forth in the Agreement Addendum, Form WV-96.

6. Upon determination of an acceptable Proposal as determined by the Board in its sole and absolute discretion, the Board will engage in final negotiations of a mutually acceptable Lease.
