REQUEST FOR PROPOSALS
BOND COUNSEL SERVICES
On April 4, 2023, the WV Public Service Commission formerly approved the creation of the Blackwater Public Service District (PSD), Tucker County, West Virginia. The Blackwater PSD proposes to acquire the public sanitary sewer systems of Davis, WV and Thomas, WV. After the acquisition, the Blackwater PSD will continue to serve the existing customers of Davis and Thomas, as well as expand service to other unserved areas of Tucker County, WV. Blackwater PSD is requesting proposals from qualified firms to provide the above referenced services for its acquisition of two systems, as well as expanding service to other areas of Tucker County. An electronic copy of each proposal must be marked “Proposal for Bond Counsel Services” and must be received by 3:00 p.m. on Friday, March 22, 2024. Submissions shall be sent to: Blackwater PSD c/o Alan Tomson and Region VII Planning & Development Council c/o Lisa Karickhoff via the email addresses above.

Selection criteria will include certification, experience, expertise, personnel, references, and cost (which must include the hourly fee and proposed contract cost). The PSD will review all proposals and rank, based upon such criteria, the firm that will provide the services that are most advantageous to the PSD. The PSD reserves the right to accept or reject any and all proposals.
