Activity:
To operate and maintain an existing (0.08 million gallons per day summer / 0.12 million gallons per day winter) wastewater treatment plant. Facilities are to serve a population equivalent of approximately 1,143 persons during the period of April 1 through November 30, and 1,714 persons during the period of December 1 through March 31 at Cabin Mountain, Cedar Place, Northface, Yoakum Run, Spruce Glades, Mountainside, Northwoods, Winterset (Phase I and II), and Timberline Resort Lodge, and discharge treated wastewater through Outlet No. 001 to Yoakum Run of the Blackwater River of the Black Fork River of the Cheat River of the Monongahela River. Also, to operate and maintain an existing (0.1 million gallons per day) wastewater treatment plant. Facilities are to serve a population equivalent of approximately 1,428 persons at Beaver Ridge Resort, Black Bear Woods, North Lake, and North Point, and discharge treated wastewater through Outlet No. 002 to Flat Run of the North Branch of the Blackwater River of the Black Fork River of the Cheat River of the Monongahela River. An antidegradation review was performed. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins September 14, 2022 and ends October 14 2022.
Comments received within this period will be considered prior to acting on the permit application.
Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
