NOTICE OF ELECTION

FOR RENEWAL OF EXCESS SCHOOL LEVY
TO BE HELD ON MAY 10, 2016

TO THE VOTERS OF RANDOLPH COUNTY

PLEASE TAKE NOTICE:

That at a regular meeting of the Board of Education of the County of Randolph, State of West Virginia, held on the 16th day of February, 2016, as provided by law, the following order was made and entered of record, to wit:

ORDER
After full consideration thereof, the Board of Education of the County of Randolph, being of the opinion that the levies for current expenses authorized by Article 8, Chapter 11, of the Code of West Virginia, 1931, as amended, will not provide sufficient funds for the payment of the general current expenses of Randolph County Schools, including expenditures for the purposes hereinafter stated, during the fiscal years beginning July 1, 2016, July 1, 2017 and July 1, 2018, and has ascertained that the amounts hereinafter shown will be needed by The Board of Education of the County of Randolph during each of said three fiscal years and as further provided in this order, and that an election should be held to approve an additional levy as authorized by West Virginia Code section11-8-16, hereby ORDERS and DECLARES:

1. The purpose and approximate amounts for which such funds are needed are set forth as follows:

PURPOSE FOR WHICH AMOUNT FOR
FUNDS ARE NEEDED EACH PURPOSE

Maintenance of Buildings and Grounds — Including summer program $400,000
salaries, painting, paving, equipment, vehicle replacement, roof
replacement, building repairs (fire code inspections/corrections, ADA
and SBA deficiencies) and supplies (buildings, grounds and equipment).
Tax revenues raised by this excess levy for this purpose, up to the
stated amount for this purpose, shall not be redirected to any other purpose
covered by this excess levy.

HVAC Additions and Improvements — Including a contract for upkeep $200,000
of the county HVAC systems and equipment replacement. Tax revenues
raised by this excess levy for this purpose, up to the stated amount for
this purpose, shall not be redirected to any other purpose covered by
this excess levy.

Instructional — Including student supplies, instructional materials and $345,000
equipment, furnishings, copier contract and supplies,
attendance/graduation/drop-out prevention initiatives and extended
school opportunities. Tax revenues raised by this excess levy for this
purpose, up to the stated amount for this purpose, shall not be redirected
to any other purpose covered by this excess levy.

Educational Opportunities — Including educational field trips, presentations $75,000
and performances, positive behavior intervention support rewards and
transportation cost (county fair, forest festival, outdoor education, etc.).
Tax revenues raised by this excess levy for this purpose, up to the
stated amount for this purpose, shall not be redirected to any other
purpose covered by this excess levy.

Arts — Including music, band, choir, all county band/choir and Artsbank. $100,000
Tax revenues raised by this excess levy for this purpose, up to the
stated amount for this purpose, shall not be redirected to any other
purpose covered by this excess levy.

Technology — Including computers, printers, software, hardware, repairs $500,000
and support staff. Tax revenues raised by this excess levy for this
purpose, up to the stated amount for this purpose, shall not be redirected
to any other purpose covered by this excess levy.

Athletics/Extracurricular — Including student insurance and athletics $100,000
including uniforms, transportation and equipment. Tax revenues raised
by this excess levy for this purpose, up to the stated amount for this
purpose, shall not be redirected to any other purpose covered by this
excess levy.

Library — Support of the 5 county libraries $40,000

Capital Improvements — Including projects for which School Building $200,000
Authority matching funds are sought and/or obtained, new construction,
facility additions and renovations to, in or for the public schools. Tax
revenues raised by this excess levy for this purpose, up to the stated
amount for this purpose, shall not be redirected to any other purpose
covered by this excess levy.

TOTAL $1,960,000

2. The approximate amount considered necessary for said purposes in said three (3) fiscal years is the sum of $1.960,000, annually.

3. The total amount necessary to carry out the above purposes, after making reasonable allowances for discounts, delinquencies and exonerations, is $5,880,000, or the sum of $1,960,000, annually.

4. The separate and aggregate valuation of each class of taxable property within the Randolph County School District certified by the County Assessor and County Clerk on February 27, 2015, is as follows:

5. The proposed rate of levy in cents (per $100 of assessed value) on each class of property within Randolph County School District for the fiscal years beginning July 1, 2016, July 1, 2017 and July 1, 2018, is as follows:

6. The years to which the levy shall apply, if authorized by the voters, are the fiscal years beginning July 1, 2016, July 1, 2017 and July 1, 2018.

7. The question of such levies shall be submitted to a vote in the Randolph County School District, which embraces Randolph County, West Virginia, at the primary election to be held in said county on May 10, 2016.

8. If a majority of the voters at an election to be held on May 10, 2016, approves the proposed levies for the fiscal years beginning July 1, 2016, July 1, 2017 and July 1, 2018 the said The Board of Education of the County of Randolph will not issue bonds as provided by Section 16, Article 8, Chapter 11 of the Code of West Virginia, 1931, as amended.

9. In the event The Board of Education of the County of Randolph shall obtain additional money by grant or otherwise from the state or federal government, or from any agency of either, or from any other source, for the purposes aforesaid, such additional money may be used either in substitution for, or in addition to, the sums obtained from such additional levies as The Board of Education of the County of Randolph may from time to time determine.

10. The Board of Education of the County of Randolph is hereby authorized and empowered to expend, during the term of this levy and one additional year, the surplus, if any, accruing during the term of this levy in excess of the amounts needed for any of the above-stated purposes, but shall spend such surplus for capital improvements including potential projects for which School Building Authority matching funds are sought and/or obtained, new construction, facility additions and renovations to, in, or for the public schools.

11. Notice of said election to authorize such levies shall be given by publication of notice thereof at least once a week for two successive weeks within fourteen (14) consecutive days next preceding the election, in the Inter-Mountain, a newspaper of general circulation in Randolph County.

12. The official ballot to be used in the election herein provided shall be in form as follows:
