Heywood-Pugh will apply by Petition to the Circuit Court of Marion County, West Virginia for the entry of an order by the Court changing Petitioner’s child or ward’s name from Louis Loma Heywood to Titus Loma Heywood-Pugh at which time and place any interested persons may appear and be heard, if they so desire.
