WASTEWATER TREATMENT PLANT AND

ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Wastewater Treatment Plant and Sanitary Sewer Improvements will be received, by the Town of Farmington, located at 1314 Mill Street, Farmington, WV, Marion County, West Virginia until 2:00 pm local time on Tuesday, July 30, 2019 at which time the Bids received will be publicly opened and read.
The approximate quantities of work to be bid upon are described as follows:
1 LS Mobilization/Demobilization, 1 LS Erosion & Sediment Control, 400 LF Seeding & Mulching Reclamation, 350 SY 3’ thick Rip-Rap, 700 CY Stream Embankment Fill #57 Stone around Manholes 12A-14A, 1 LS Tree/Root Removal at Manholes 3A, 4A & 5A and re-grout, 1 LS Pull & re-seal rings & lids from Manholes 3A-5A, 1 LS Grouting, Sealing & Repair of Manholes (9A-14A, 9B-11B & 1F) including re-sealing watertight lids and rings, 705 LF Slip line 8” Ductile Iron Pipe and include all lateral transition tie-ins, 840 LF Slip Line 12” Ductile Iron Pipe and include all lateral transition tie-ins, 1 LS Replacement of Manhole 12F, 1 LS Install new Manhole 14A-1 at approximate depth of 6’-9’ with watertight ring and lid, 1 LS Drain, clean and repair each clarifier, complete, 1 LS Replace roof of control building and all interior lighting, complete, 1 LS Install a new rotary micro screen beside the existing mechanical bar screen complete with bagger and trash barrel including site electrical, 1 LS Install new duplex sludge lift station complete including site electrical, 70 LF Install 6” Ductile Iron Pipe Class 50 forcemain, 1 LS Install temporary “pump around” 3” Yelomine PVC Class 125 pipe approximately 960 LF on the western side of Farmington’s Collection System Manholes 14A-1 & 2A-1 to 5A, 1 LS Reuse 3” for pump around on the eastern side as well (approximately 860 LF) Manholes 12B to 5B, 1 LS Remove and replace two (2) 3” telescoping valves with operators and rebolt to flanges inside the sludge holding tank.
The Work will be substantially completed within 210 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 240 days after the date when the Contract Times commence to run. Liquidated damages shall be $1500.00 per day.
The Issuing Office for the Bidding Documents is: The Thrasher Group, Inc., 600 White Oaks Blvd., Bridgeport, WV 26330. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Complete sets of Bidding Documents may be obtained from the office of Thrasher, 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs:
• Bidding Documents issued as hard copy drawings and hard copy specifications are available for $100.00 per set.
• Bidding Documents issued as hard copy drawings and digital Specifications on a C.D., are available for $75.00 per set.
• Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $50.00 per set.
Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on Contract – Wastewater Treatment Plant and Sanitary Sewer Improvements
Received by the Town of Farmington
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to the Town of Farmington in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
All Bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
The Town of Farmington reserves the right to reject any and all bids.
A pre-bid conference will be held at 10:00 am local time on Wednesday, July 17, 2019 at the Town of Farmington located at 1314 Mill Street, Farmington, Marion County, WV. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Questions will be received by the Engineer until Noon local time on Tuesday, July 23, 2019.
