NOTICE FOR REQUESTS FOR BIDS
ON ACCEPTING CREDIT CARDS AS A FORM OF PAYMENT

The Monongalia County Clerk’s Office and the Monongalia County Sheriff’s Tax Office will accept sealed bids for the electronic collection and processing of payments for local government offices in Monongalia County, West Virginia. The bidder must allow utilization of Visa, Mastercard and Discover Card merchant card accounts and accept debit and check cards. The bidder must be capable of segregating the government fees from any convenience fee charged by the provider. The bidder must be able to provide electronic collection services in person, by phone and online. Proposals must specify the fees to be assessed to the payer and must include the total costs of equipment, installation, training, modification and yearly maintenance fees to the County. The bidder must be licensed to do business in the State of West Virginia. The bidder’s system must be capable of working within the County’s current network security, firewall, and fee collection systems. The bidder must be able to have system fully operational for use by the public and the County by August 31, 2015.

The bid must include three copies of the proposal and have the words "sealed bid" marked on the outside of the envelope. Bids should be submitted to the Monongalia County Clerk’s Office at 243 High St., Rm 123, Morgantown, WV 26505 by no later than 12:00 p.m. on Friday, August 7, 2015. The bid opening will be on Friday, August 7, 2015 at 2:00 p.m. at the Monongalia County Clerk’s Office. Questions may be directed to Carye L.
