The Office of Environmental Remediation (OER) at the West Virginia Department of Environmental Protection has approved a cleanup method to address environmental conditions at the former Air Products and Chemicals property under the Uniform Environmental Covenant Act-Leaking Underground Storage Tank Program (UECA-LUST #19032). The applicant, Air Products and Chemicals, Inc., has been working with the WVDEP since negotiating a UECA-LUST Agreement on June 27, 2019.

The site is located at 158 Camden Street, Parkersburg, Wood County, West Virginia, and is comprised of approximately 5.53 acres of property. Petroleum contaminated soils were found during underground storage tank removal at the property in February, 2017. The West Virginia Department of Environmental Protection issued Leak #17-009. Initial site assessment activities were conducted at the site from June 2017 through September 2018. The site entered the UECA-LUST Program in June, 2019 to address remaining contamination at the site.

Additional site assessment and characterization activities conducted at the property found the site was eligible for a risk-based closure pending the restrictions of residential and groundwater uses of the site. A Land Use Covenant is in development to limit the future use of the property to non-residential and the prohibition of the usage of groundwater for anything other than remediation and monitoring activities. Upon completion of remediation, the applicant will submit a Final Report, documenting that all work is complete.

Remediation Standards and Exposure Control
Methods:
Human Health De Minimis Risk-Based Standards were achieved for surface soils, subsurface soils, groundwater, sediment, and surface water on the site. Ecological De Minimis standards were met for soils, sediment, and surface water.
