NOTICE OF INTENT TO CHANGE WATER RATES

NOTICE OF INTENT TO CHANGE WATER RATES

Notice is hereby given that the board of the Claywood Park Public Service District (ãDistrictã) will consider adopting increased rates, fees, and charges for furnishing water service to 3,827 customers in Wood and Wirt counties.

The proposed across-the-board water rate increase, if adopted, will bring the District into compliance with the new working capital reserve requirement, and allow the District to undertake a $5,034,000 Water System Improvement Project (ãProjectã) to improve reliability and performance. The Project includes the following improvements. The replacement of the water main on Stillwell Road and water storage tanks located on Dutch Ridge Extension Rd. Upgrade electrical controls to the Walker and Grant Hill water booster stations to improve efficiency. The Newark and Buckner Bend storage tanks and one water treatment plant transfer tank will be repainted to extend the life of these tanks. A new transfer tank will be constructed at the water treatment plant to increase treated water storage. A new booster station will be installed near the Deerwalk tank to reduce fill time and improve fire security. Control valves will be installed on Progress Ridge Rd. to more reliably maintain water quality of chlorine levels. A permanent natural gas backup electricity generator will be installed at the water treatment plant, to allow water to be treated during times of power outages. A main water line extension to serve 14 new customers in the Mt. Carmel area will be constructed.

Apart from the Project, the District is required under the terms of an order from the Public Service Commission by June, 2016 to complete the installation of the remaining 300 radio-read water meters needed to make its system completely radio-read, and make repairs to its Supervisory Control and Data Acquisition (SCADA) (AKA Telemetry) system. The radio read meters will reduce the hours required to complete meter reading and make better use of existing radio read equipment. The SCADA system reduces labor costs and improves management of the District’s widely dispersed water facilities.

The increased rates are projected to generate an unrestricted cash surplus of only $2,963 annually on gross revenue of $3,171,011 for a $28 million water system.

The District presently charges the following rates:
